Submission & Evaluation
Quotes must be submitted in PDF format, comprising two volumes: Technical and Price. The Technical Volume (maximum 5 pages) should address capabilities and key personnel. The Price Volume requires a completed pricing schedule. Award will be made to the responsible quoter whose submission is most advantageous to the Government, based on a best value evaluation of Technical Capability and Price. Technical Capability will assess the company's ability to organize, staff, and manage the contract, along with the qualifications and experience of the firm and its key personnel. Past performance may be considered.
