Quick Summary

The Defense Health Agency (DHA) has issued a Request for Information (RFI) to identify vendors capable of providing a comprehensive suite of Psychological Assessment Tools and a corresponding delivery platform. This initiative aims to standardize and enhance mental healthcare across 100+ Military Treatment Facilities (MTFs) globally. This RFI is for planning purposes only and does not constitute a solicitation. Responses are due May 27, 2026, by 12:00 noon CDT.

Scope of Interest

DHA seeks a centrally managed, enterprise-wide capability for the administration, scoring, and reporting of psychological assessment tools. The required tools include, but are not limited to, assessments for PTSD, depression, anxiety, substance use disorders, personality disorders, memory and learning, autism spectrum, and cognitive functioning. The anticipated acquisition strategy involves centralized purchasing and decentralized allocation, where a central Program Office will issue consolidated Task Orders for bulk licenses or subscriptions, then manage access for individual MTFs. All services and platforms must comply with HIPAA, Department of War (DoW) cybersecurity standards, and applicable clinical guidelines.

Response Requirements

Respondents should provide:

  • Company Information: Details including business size and socio-economic status under NAICS Code 518210 (or suggested alternative).
  • Capabilities: Describe ability to provide a platform to dispersed facilities, list specific proprietary or authorized assessment instruments (referencing the provided "Assessment Catalog.xlsx"), detail license/subscription management capabilities (monitoring "pool," provisioning access, quarterly usage reports), and explain pricing models (especially regarding "universal credit" or "digital wallet" support). Also, describe version control and inventory transition policies.
  • Cybersecurity: Address compliance with DFARS 252.204-7012 and CMMC requirements (252.204-7021), including target CMMC level, timeline, and incident response plan.
  • Past Performance: Briefly identify history with large or geographically dispersed organizations in providing psychological assessment tools.
  • Innovations & Recommendations: Identify value-added approaches (e.g., adaptive testing, automated interpretation) and foresee any risks with multi-vendor execution.

Submission Details

Responses must be submitted via SAM.gov in Adobe PDF format by May 27, 2026, 12:00 noon CDT. The subject line should be "RFI Response – DHA Psychological Assessment Tools." Submissions are limited to a maximum of ten (10) pages, plus the assessment catalog. Do not include proprietary, classified, confidential, or sensitive information.

Additional Notes

The attached "Assessment Catalog.xlsx" is crucial for bidders to identify which assessments they can provide or offer functionally equivalent alternatives, aligning with current MTF practices. This RFI is for market research and planning only; the Government will not pay for response costs and does not plan to provide feedback.
