Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products or services, prepared in accordance with FAR Part 12, for in-person Psychological Counseling Services. The Bureau of Indian Education (BIE), Division of Acquisitions, anticipates awarding a single "Time and Material (including Labor Hour)" type purchase order. The services are for the Tohaali Community School, located in Newcomb, NM.

• Provide psychological counseling services to identified or referred Special Education students.

• Services include observation, screening, evaluation, treatment planning, participation in multidisciplinary teams (IEP development), assisting teachers with classroom activities, developing individual educational programs, interpreting evaluations, recommending equipment, documenting progress, coordinating with medical providers, reinforcing daily living activities, and maintaining records.

• Contractor personnel must be licensed psychologists in the State of New Mexico with an active license throughout the contract.

• Contractor must provide all travel, supplies, materials, and personnel.

• Must demonstrate sensitivity to cross-cultural and language differences.

• Background investigations are required for all contractor employees who will be onsite or have access to Personally Identifiable Information (PII).

• Contract Type: Time and Material (including Labor Hour)

• Period of Performance (POP): Base Year: August 1, 2026 - July 31, 2027; Option Year 1: August 1, 2027 - July 31, 2028; Option Year 2: August 1, 2028 - July 31, 2029.

• Estimated hours: Approximately 1,808 hours per year.

• All-inclusive service rate, covering all costs including labor, supplies, materials, taxes, and travel.

• Quotes are requested via RFQ.

• Technical Volume: Address capabilities, similar project experience, understanding of requirements, and key personnel qualifications (resume, Master's degree in Psychology-Counseling, NM license, commitment letter).

• Price Volume: Completed pricing schedule with per unit pricing and total quoted price. Quote must remain effective for 120 calendar days.
