Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for non-personal services to provide internal clinical behavioral health and leader support and training to commanders and Soldiers within the US Army Recruiting Division (USARD). The goal is to enhance performance and improve psychological health within USARD.

• Provide personnel, equipment, supplies, and services for internal clinical behavioral health and leader support and training.

• Identify factors negatively affecting organizational culture.

• Advise and train leaders on identifying signs of stress and appropriate actions.

• Implement and recommend unit behavioral health initiatives.

• Conduct various activities including training, coaching, surveys, research, and Serious Incident Report (SIR) analysis.

• Provide consultation on policies, techniques, and procedures related to organizational culture and individual/unit performance.

• Assist with risk assessment and mitigation for supported units and individual Soldiers.

• Facilitate referrals for further assessment and evaluation, acting as a liaison between commands and healthcare providers.

• Provide intervention support for psychological risk assessment and referral processes.

• Coordinate with Military Treatment Facilities (MTFs) for Soldier care.

• Conduct screening and interviews for incoming Soldiers, reviewing medical records and identifying issues with licensed psychologists.

• Provide education and training on behavioral health topics.

• Support Assessment and Selection (A&S) and Adaptive Leader Programs.

• Provide individual coaching sessions to recruiters and leaders.

• Administer psychological instruments and tools.

• Participate in administrative tasks such as After Action Reports (AARs), bi-weekly and monthly reports, and timesheet submissions.

• Services are to be performed in accordance with established professional standards and organizational SOPs.

• Performance objectives include providing non-clinical behavioral health, leader support, consultation, risk assessment, mitigation, MTF coordination, and training.

• Performance thresholds generally require random sampling, virtual/telephonic consultation, and adherence to standards at 95-100% of the time.

• Less than acceptable performance may be used in annual CPARS ratings.

• The PWS is revised as of December 8, 2025.

• Work is to be performed remotely from the contractor's residence or personal business office within the United States, except for three annual trainings at Fort Knox and six annual sustainment trainings at various USARD Brigade and Battalion headquarters across CONUS and OCONUS.

• Psychologist Technicians will perform work at USARD facilities, recruiting offices, and Brigade/Battalion headquarters.

• Non-personal services contract; no government supervision or control over contractor personnel.

• Contractor personnel must meet specific credentialing and privileging requirements, including BLS certification.

• Quality Control program required.

• Drug and Alcohol Prevention policy required.

• Adherence to security requirements, including background checks and Common Access Card (CAC).

• Contractor personnel must be computer literate and proficient in Microsoft Office Suite.

• Contractor must provide professional liability insurance of no less than $1,000,000.00.

• Specific reporting requirements include bi-weekly and monthly reports, and timesheets.
