The U.S. Patent and Trademark Office (USPTO) is conducting a Sources Sought / Request for Information (RFI) to identify qualified firms capable of providing Emergency Management Specialists/Continuity of Operations (COOP) Support Services. Scope of Work

The USPTO seeks a team of Emergency Management Specialists/COOP Subject Matter Experts and one Project Manager. Key tasks include:

  • Conducting a gap analysis of the current COOP program.
  • Validating or identifying Mission Essential Functions (MEFs).
  • Performing Business Process Analysis (BPA) and Business Impact Analysis (BIA).
  • Updating and documenting the COOP plan, including Primary, Alternate, Contingency, and Emergency (PACE) communications strategies.
  • Developing a Training, Testing, and Exercise (TT&E) program.
  • Assisting Business Units with their COOP plans and procedures.
  • Ensuring all COOP elements align with the latest Federal Continuity Directives.
  • Providing status briefings to senior leadership.

The primary place of performance is USPTO Headquarters, 500 Dulany Street, Alexandria, Virginia 22314, with potential for remote work.
