This solicitation is for the procurement of Mathcad Professional Licenses. It is a firm-fixed-price (FFP) contract for a 12-month subscription service and software assurance.

• Four (4) floating licenses for Mathcad Prime Individual.

• Licenses are "trusted products".

• Delivery of license keys with directions for use on NMCI Networks and NMCI standard computers.

• Vendor must provide a user help email or phone number.

• Vendor must provide a method for administration of licenses to Chris Hagen and Karen Crocker.

• Period of Performance: 12 months from delivery date.

• Service End Date: 12 months from delivery date.

• FOB: Destination.

• Offer Due Date: May 15, 2026, 08:00 AM.

• Evaluation: Quotes will be evaluated for technical acceptability and price. Award will be made to the lowest-priced technically acceptable offeror.

• Offerors must provide documentation of being a DOD ESI approved contractor and/or authorized MATHCAD reseller. Failure to do so will result in the submission being determined technically unacceptable.

• This acquisition is set aside for Small Business.

• Size Standard: $47,000,000

• Eligible Offerors: Only DOD ESI BPA Contractors and/or Authorized MATHCAD resellers are eligible for award.

• The solicitation includes various FAR and DFARS clauses and provisions.

Amendment / Modification

This amendment modifies the solicitation to update Sections C (Descriptions and Specifications) and M (Evaluation Factors for Award).

Specifically:

• Section C: Clarifies that the procurement is for "Mathcad subscription service and software assurance" for a 12-month period. • Section M: Updates the "EVALUATION FACTORS FOR AWARD" to state that quotes will be evaluated for technical acceptability and price, with award to the lowest-priced technically acceptable offeror. Crucially, offerors must provide "Technical Qualification/Evidence of being an Authorized PTC MATHCAD PRIME reseller authorized for award under BPA N66001-19-A-0054" with their quotation. Failure to do so will result in a technically unacceptable submission.

• Offerors must now provide evidence of being an Authorized PTC MATHCAD PRIME reseller to be considered technically acceptable. This is a critical requirement for award.
