Bidders must complete this sheet by entering their proposed hourly labor rates for the base year and option years. Failure to complete the required fields may impact proposal evaluation. The government emphasizes that the estimated hours are for evaluation only and that all repairs require prior approval from the Contracting Officer Representative (COR). Service Contract Labor Standards apply, and bidders should reference Attachment 2 (Wage Determinations).

Questions & Answers / Clarifications

• Proposal Due Date Extension: The Government will extend the proposal due date and issue an amendment to incorporate changes based on Q&A responses.

• Government-Furnished Spares: Government-furnished spare inventory is very limited; most equipment and materials will need to be ordered under the contract.
• Lift/Forklift Costs: Rental costs for lifts or forklifts, when required, may be priced and invoiced as separate line items.
• After-Hours Compensation: There is no extra compensation for weekend work; holidays are unlikely to require support.
• Labor Classification: A Wage Determination (WG-10, Step 1 technician, $34.29/hour) has been provided.

Statement of Work (SOW) / Performance Work Statement (PWS)

Amendment / Modification

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for a service contract to provide maintenance, installation, and removal services for components of the Tobyhanna Army Depot (TYAD) Public Address, Visual Information, and Television Broadcast System (PAVIS). The objective is to support the existing PAVIS system across 70 buildings, including modernization efforts like adding new zones and updating equipment.

• Maintenance & Installation: Provide, install, remove, and/or replace PAVIS components including amplifiers (Crown, IED, Yorkville), ceiling/horn/wall speakers, and associated wiring (speaker cable, fiber, HDMI, Audio/Television Industry Standard cabling).

• System Support: Install new PAVIS zones, troubleshoot and adjust paging/music levels, provide/install VGA to HDMI adapters, troubleshoot/repair/replace audio/video/presentation equipment, update PAVIS equipment racks, and connect TVs to the system.

• Project Support: Meet with TYAD personnel to define new PAVIS requirements, move equipment for TYAD restructuring, and assist with special event sound reinforcement systems.

• General Services: Provide all necessary engineering, technical services, hardware, plant, wiring, labor, parts, and materials for physical and electrical repair, installation, maintenance, revision, or replacement of PAVIS components. Contractor is responsible for providing lifts/forklifts as needed.

• All work must adhere to current National Electrical codes, local codes, industry standards, and contract specifications.

• Contractor-procured supplies and parts must be new, high-quality, modern, and meet or exceed original manufacturer's specifications.

• TYAD POC approval is required for all equipment and supplies before installation and for services upon completion prior to invoicing.

• Response times: Within 24 hours for notification and 72 hours onsite for Principal Period of Maintenance (PPM) tasks. For Outside PPM emergency service calls, 24 hours for notification and 4 working hours onsite for security/serious conditions.

• Acceptance is based on operational status to OEM specifications and satisfactory completion; deficiencies must be corrected within 10 days at no additional charge.

• Duration: One base year plus two option years, commencing February 27, 2026, and ending February 26, 2027.

• Location: Tobyhanna Army Depot (TYAD).

• Work Hours: Normal depot duty hours are 0700 to 1630, Monday through Friday, excluding federal holidays. Work beyond normal hours for emergencies or to minimize disruption will be at mutually agreed-upon rates.

• Personnel: Services must be performed by competent, highly qualified personnel. Contractor must provide a list of contract personnel and qualifications within seven (7) days of award.

• Security & Compliance: Strict adherence to Department of Labor, OSHA, NFPA Codes, and TYAD Safety Regulations. Contractor employees are considered mission essential and must report during emergencies. Mandatory enrollment in ALERT! Mass Warning Notification System (MWNS) for personnel assigned for 7+ days. Requires background checks, security screening, and completion of ELTY Form 648-C for all personnel accessing TYAD. Mandatory Antiterrorism (AT) Level I Training and iWATCH Army Training. Compliance with installation access, security policies, COMSEC/IT security, and safeguarding Controlled Unclassified Information (CUI).

• Environmental: Extensive environmental compliance requirements are detailed, including air pollution control, asbestos management, waste disposal, recycling, energy efficiency, noise control, and protection of natural resources. Contractors must submit Safety Data Sheets (SDSs) for hazardous materials.

• Government Furnished Equipment (GFE): No GFE will be provided for replacement of existing equipment; GFE is only for new construction or modernization efforts. Equipment acquired for contractor site use will be GFE.
