The U.S. Army Corps of Engineers (USACE) Caribbean District is seeking a contractor to establish and operate a fully equipped materials testing laboratory to support the Puerto Rico Big 3 projects, which include the Rio Puerto Nuevo, Rio De La Plata, and Rio Grande De Arecibo construction initiatives. The contractor will be responsible for furnishing all materials, equipment, labor, and data management systems necessary to set up, operate, and maintain the laboratory at a Government-provided facility in San Juan, Puerto Rico. The laboratory will conduct Quality Assurance (QA) testing on soils, aggregates, concrete, and other construction materials to ensure compliance with required quality standards, plans, and specifications. Additionally, the laboratory must be validated by the USACE Material Testing Center in accordance with ER 1110-1-261. The Government will not supervise contractor employees but reserves the right to direct adjustments in personnel levels to meet mission requirements.
