Statement of Work (SOW) / Performance Work Statement (PWS)

To provide comprehensive grounds maintenance services for the Puerto Rico National Cemetery, ensuring a well-maintained, clean, and professional appearance that honors veterans and their families.

This SOW details the requirements for grounds maintenance, facilities maintenance, and flat marker cleanup services. Key tasks include:

• Grounds Maintenance: Regular mowing, weed eating, edging, trimming of roadways, removal of leaves and debris, turf maintenance, and irrigation maintenance.

• Facilities Maintenance: Cleaning and pressure washing of columbarium and committal shelter floors, and buildings and surrounding concrete surfaces.

• Flat Marker Maintenance: Cleaning and trimming around headstones, and alignment and washing of headstones.

• Pest and Disease Control: Application of chemicals to control weeds, diseases, insects (including fire ants, mole crickets, termites, white grubs, army worms), and invasive plant species.

• Fertilization and Gypsum Application: Based on soil test results and recommendations.

• Pressure Washing: Cleaning of natural stone, decorative stone, and concrete surfaces in various areas including flag assembly area, columbarium, memorial walk, committal shelters, and buildings.

• Maintain a "National Shrine Standard" appearance.

• Turf areas to be 95% weed, pest, and disease-free.

• Adherence to specific cutting heights for turfgrass (Zoysia Manila and Native Turf).

• Regular inspections and reporting to the Contracting Officer's Representative (COR).

• Damage to headstones, fixtures, or grounds must be reported and repaired at the contractor's expense.

• Location: Puerto Rico National Cemetery, Bayamon, Puerto Rico.

• Period of Performance: Base Period of 12 months (June 1, 2026 - May 31, 2027) with four (4) one-year Option Periods (June 1, 2027 - May 31, 2031).

• All work to be performed during normal workdays (Monday-Friday, 7:00 AM - 3:30 PM local time), excluding Federal Holidays, unless otherwise approved.

• Contractor must provide a qualified and experienced "Site Manager" (English and Spanish-speaking).

• All personnel must wear required safety equipment and identify themselves as contractor employees.

• Contractor must obtain all necessary licenses, permits, and insurance.

• Strict adherence to safety precautions and environmental regulations is required.

• Equipment used must be clean and meet OSHA standards.

• No disruption to cemetery operations, including ceremonies and funerals.

• Specific requirements for chemical application, including signage and record-keeping.

• Contractor must provide all labor, equipment, materials, and supplies.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial services, prepared in accordance with FAR part 12. It serves as the only solicitation, and quotes are being requested. The acquisition is set-aside for Services Disabled Veteran Owned Small Business (SDVOSB) under NAICS code 561730, with a Business Size Standard of $9.5 Million. The government is procuring Complete Grounds Maintenance Services, which include General Grounds Maintenance, Headstone and Marker Services, Interment Services, and Irrigation and Repair Services.

• Evaluation Criteria: Technical and Past Performance (combined) are more important than price. The government will award to the responsible offeror whose quote is most advantageous.

• Set-Aside Type: Service-Disabled Veteran Owned Small Business (SDVOSB)

• Requirements: Quoters must be registered in SAM.gov, have an active/current SDVOSB registration with the SBA, and certify in writing that their firm performs 50 percent of the work.

• Site Visits: Quoters are urged to inspect the site. Visits are scheduled for 04/03/2026 and 04/06/2026 from 9:00 AM to 11:00 AM EST and will not be rescheduled. Contact information for scheduling is provided.
