This is a combined synopsis/solicitation (RFQ) for commercial services to provide sewage removal and disposal at Pu’uhonua o Hōnaunau National Historical Park (PUHO) in Hawaiʻi Island. The services include servicing portable toilets and pumping a wastewater holding tank.

• Servicing and pumping of five (5) portable toilets: Twice per week.

• Pumping of one (1) 16,000-gallon wastewater holding tank: Once per year.

• The contractor must provide all management, supervision, labor, tools, materials, and equipment necessary to perform these requirements as detailed in the attached Performance Work Statement (PWS).

• The government intends to award a Firm-Fixed-Price (FFP) contract.

• The contract will consist of one (1) base year and four (4) option years, plus a six-month service extension.

• Anticipated start date is on or before April 20, 2026.

• Quote Submission: Quotes must be submitted in two separate volumes: Volume I (Technical Quote) and Volume II (Price Quote), each as a separate PDF file.

• Technical Volume: Must not contain pricing information.

• Price Volume: Must include CLIN pricing and any supporting breakdowns.

• Quote Due Date: April 15, 2026, by 11:59 P.M. HT.

• Questions/RFIs Due Date: April 10, 2026, by 12:00 P.M. HT.

• Evaluation: A comparative evaluation (tradeoff) approach will be used. Non-price factors (Technical and Past Performance) are considered more important than price.

• This solicitation is issued as a Total Small Business Set-Aside.

Performance Work Statement (PWS)

To procure sewage removal and disposal services for Pu’uhonua o Hōnaunau National Historical Park (PUHO) in Hawai'i.

• Recurring Services: Pumping and servicing five (5) portable toilets twice per week. This includes removing wastewater, refilling deodorizing solution, cleaning interior surfaces, restocking toilet paper, removing trash, and cleaning any spills.

• Annual Service: Pumping and removing wastewater and sludge from one (1) 16,000-gallon holding tank. This includes removing sludge from all chambers, securing manhole covers, and performing multiple trips if necessary.

• Wastewater Collection & Disposal: Ensuring proper containment during pumping and transport. All collected waste must be transported to an authorized wastewater treatment facility and disposed of in compliance with all Federal, State, and County regulations.

• Portable Toilets: No more than three (3) missed scheduled services per year. 100% inspection by NPS personnel.

• Service Documentation: Contractor shall document each service visit (date, time, location, estimated volume removed) and provide records to the COR upon request.

• Quality Control: Contractor must develop and maintain a Quality Control Plan (QCP) and associated checklists to ensure services meet requirements.

• Services to be performed within the boundaries of Pu’uhonua o Hōnaunau National Historical Park.

• Work hours are Monday-Saturday, 5:00 a.m. to 4:00 p.m. HT. No work on Sundays or Federal Holidays.

• Permits, Licenses & Insurance: Contractor must obtain and maintain all necessary permits, licenses, and insurance.

• Equipment: Contractor must provide and maintain all necessary equipment and vehicles in good, operable condition. Backup capability is required. Equipment is subject to inspection and removal if deemed unsafe.

• Personnel: Contractor personnel must present a neat appearance, be easily recognizable, and always be fully clothed. Tact, diplomacy, and courtesy are required when interacting with the public.

• Installation Access & Security: Work must be performed on designated park roads. Gates must be secured after access unless otherwise directed. Contractor must comply with park security and access requirements.

• Resource Protection: Contractor must prevent damage to natural and cultural resources and avoid the spread of invasive species. Vehicles and equipment are subject to inspection for cleanliness.

• Safety: Work must be performed in accordance with OSHA requirements. Immediate reporting of damages, accidents, or environmental impacts is required.
