Quick Summary

The United States Coast Guard Surface Forces Logistics Center (USCG SFLC) is soliciting quotations for the Open, Inspect, Report, and Possible Overhaul of six (6) Centrifugal Pumps (NSN: 4320-01-595-4657, P/N: 998-1110-B-28) manufactured by CARVER PUMP CO. These pumps are critical components for the 154' WPC Fire Pump system. This opportunity is issued as a Combined Synopsis/Solicitation (RFQ) and is a Total Small Business Set-Aside.

Scope of Work

The requirement involves the disassembly, cleaning, and inspection of six Centrifugal Pumps to determine their condition and estimate overhaul costs. A detailed repair plan, including material, labor, testing, preservation, packaging, and marking costs, must be submitted to the Coast Guard for approval. The pumps must be overhauled to a "Serviceable 'A' condition," meaning they are restored to meet original design and technical specifications, functioning identically to new units. Only new OEM parts are acceptable; substitute parts or part numbers are not permitted. Non-OEM manufactured parts must be of equal quality. Standard production tests and inspections are required, with certifications of successful tests. The contractor must also ensure proper coating, calibration, and full assembly of the pumps. A standard manufacturer warranty applies.

Contract Details

This acquisition falls under NAICS 811310 (Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance). The estimated value for the repair of six pumps is $177,408.00. Delivery is required by August 15, 2026, F.O.B. Destination to the USCG SFLC in Baltimore, MD, between 7:00 am and 1:00 pm, Monday through Friday. Payment requests will be submitted electronically via the Invoice Processing Platform (IPP).

Set-Aside & Competition

This is a Total Small Business Set-Aside (FAR 52.219-6). However, the USCG does not own the proprietary data, drawings, specifications, or schematics for these parts, and substitute parts are not acceptable. A Justification for Other Than Full and Open Competition document identifies K&M Industrial, LLC as the sole U.S. repair facility authorized by Carver Pump Co. for these assemblies, citing proprietary manufacturing drawings and technical data. The Contracting Officer will continue market research for other potential suppliers, but the reliability of these critical fire main system components is paramount.

Evaluation & Submission

Award will be made to the lowest-priced technically acceptable offeror. Vendors must provide an all-or-nothing quote for the entire requirement, including a total firm fixed price with an inspection fee and shipping costs. Offerors must be registered in SAM.gov prior to quote submittal, and their FAPIIS record will be reviewed. A completed copy of FAR 52.212-3, Offeror Representations and Certifications, is required if not already in SAM.gov. Packaging and marking must adhere to specific requirements detailed in the overhaul description, including ASTM D-3951, MIL-STD-129R, and bar-coding per ISO/IEC-16388-2007.
