Scope of Work

Bidders are required to supply six rotary pumps, P/N 70-6097. P/N 70-6097C1 is explicitly not an acceptable replacement. The part number must be permanently marked on each pump. Vendors must provide photos of the pumps to the Contracting Officer for review prior to shipping.

Strict packaging and marking requirements apply: Each pump must be individually packaged in accordance with MIL-STD-2073-1E Method 10, cushioned, and secured in an ASTM-D5118 double-wall fiberboard box or ASTM-D6880 Class 2 heavy-duty screwed wooden box. Marking must comply with MIL-STD-129R, including barcoding IAW ISO/IEC-16388-2007, Code 39 Symbology. Standard commercial packaging is unacceptable. Failure to meet these requirements will result in rejection and delayed payment. While a brand name part is mandatory, offers of "equal" products will be considered if they meet specified salient physical, functional, or performance characteristics, with the USCG determining acceptability.

Contract Details

This is a combined synopsis/solicitation for a commercial item, prepared in accordance with FAR Subpart 12.6 and supplemented by this notice. The NAICS code is 333996 with a business size standard of 700 employees. The resultant purchase order will be a Firm Fixed Price Contract, awarded on an all or none basis to the responsible offeror whose quote is the Lowest Price Technically Acceptable (LPTA).

Submission Requirements & Clauses

Offerors must have valid DUNS numbers and be registered in SAM.gov, providing their Tax Information Number (TIN) with their offer. Quotes must include a completed copy of FAR 52.212-3, Offeror Representations and Certifications—Commercial Items, and a disclosure regarding inverted domestic corporations (HSAR 48 CFR 3009.104-70). Numerous FAR clauses apply, including 52.212-1, 52.212-4, 52.212-5, 52.219-6 (Total Small Business Set-Aside), 52.225-1 (Buy American Act), and 52.232-33 (Payment by Electronic Funds Transfer).
