Justification for Other Than Full and Open Competition

This document justifies the procurement of seven (07) Centrifugal Pumps (P/N: 74B, NSN: 4320-01-468-7959) for the U.S. Coast Guard's 87' WPB Patrol fuel oil transfer system. The pumps are a component of the original equipment manufacturer (OEM) system, originally manufactured by Ardox Corp. and currently by Wilo USA, LLC DBA Scot Pump. The procurement is for commercial products at or below the Simplified Acquisition Threshold (SAT), with an estimated total value of $25,500.00.

• Only One Source Available: The specific pumps are essential and peculiar to the existing system. Sourcing aftermarket or non-OEM alternatives would require a formal engineering change, including costly re-engineering, design reviews, and operational testing, which would divert critical logistics funds.

• Operational Impact: During the protracted evaluation period for alternatives, the 87' WPB fleet would likely be rendered unseaworthy or forced to operate at reduced capability, degrading the Coast Guard's ability to execute primary missions.

• Safety and Reliability: The reliability of these OEM pumps is vital for crew safety and the preservation of life, especially given the volatile operating conditions. A failure, particularly a fuel leak, could lead to a catastrophic engine room fire or explosion. Non-OEM components carry an unacceptable risk of severe personal injury or loss of life.

• Compliance: Strict adherence to the proven OEM configuration is mandatory to guarantee safe and reliable cutter operations, in compliance with Commandant Instruction M4130.6B.
