Requirements & Evaluation
Offerors must provide a comprehensive quote including: repair price and Repair Turnaround Time (RTAT), new unit price and RTAT, Teardown & Evaluation (T&E) fee (if asset is Beyond Economical Repair/Beyond Repair), Inspection & Acceptance CAGE, Facility/Subcontractor CAGE (if not at source), basis of quote pricing (estimated/historical), cost breakdown (if feasible), quote expiration date (180 days requested), and delivery vehicle. A price reduction will be applied for failure to meet required RTATs.
Crucially, only authorized distributors of the original manufacturer will be considered. Proof of authorization on company letterhead is mandatory with the offer. Other requirements include MIL-STD Packaging, Source Inspection, FOB Source, CAV Reporting, IUID (unless new unit price is below $5,000), and compliance with Cyber provisions (DFARS 252.204-7008 & 252.204-7012).
