Key Requirements

• Repair Turnaround Time (RTAT): The Government requires a 365-day RTAT, measured from physical receipt of the F-condition asset at the contractor's facility (as reflected in CAV) to Government acceptance.
• Government Source Inspection (GSI): GSI is required and must take place at the repair facility. Kind, Count, Condition inspection is not authorized.
• Proficiency for NSTFP: Sources of overhaul and repair for Navy Standard Titanium Fire Pumps (NSTFP) must be fully proficient, possessing sufficient machines/tools, access to drawings/procedures, repair parts, and NAVSEA-certified subcontractors for motor repair (if applicable). Facilities must also have equipment for hydrostatic and flow/head curve testing, and a robust Quality Assurance system.
• Quality Assurance: The contractor is responsible for all inspection requirements, performing testing per original manufacturer's specifications and drawings. Records must be kept for 365 days.
• Authorized Distributors: Only authorized distributors of the original manufacturer's item will be considered. Proof of authorization is required with the offer.
• Marking: Items must be identified in accordance with MIL-STD-130, REV N, 16 NOV 2012.

Special Conditions

• Late RTAT Price Reduction: Contractors must propose a price reduction amount per unit/per month for failure to meet the required RTAT, up to a specified maximum. Excusable delays will not incur price reductions.
• Beyond Repair (BR/BER) Items: For items determined BR/BER, a T&E fee/price must be provided. The contracting officer will negotiate a reduced contract price, not-to-exceed a specified amount, if costs were incurred during evaluation.
• Freight: All freight is FOB Origin. Freight handling is by Navy CAV or Proxy CAV as stated in NAVSUPWSSFA24 or NAVSUPWSSFA25.
