Quick Summary
DLA Aviation at Huntsville has issued a Justification and Approval (J&A) for a sole-source, Firm Fixed-Price contract for Electrical Fuel Pumps. This requirement, resulting in contract SPRRA1-26-C-0008, was justified due to limited sources and the lack of technical data necessary for full and open competition.
Scope of Work
The procurement covers the acquisition of 38 units of PUMP, FUEL, ELECTRICAL (NSN: 2910-01-466-9681; Part Number: HM022-400). These components are classified under PSC 2910 (Engine Fuel System Components, Nonaircraft) and are intended for delivery to Tracy, CA.
Contract & Timeline
- Type: Firm Fixed-Price (FFP), One Time Buy (OTB)
- Quantity: 38 units (increased from an initial 14 units via amendment)
- Estimated Value: Between $750,000 and $15,000,000
- Set-Aside: None (Sole Source / Limited Competition)
- Published: January 30, 2026
Evaluation & Justification
This acquisition was conducted under the statutory authority of 10 U.S.C. 3204(a)(1), as the supplies are available from only one or a limited number of sources. Market research, including a sources sought notice posted in August 2025, resulted in only one interested vendor response (BHPE LLC). The government has determined that the technical data required to compete this effort is currently unavailable and cannot be developed in a timely manner to meet the agency's needs.
Additional Notes
To encourage future competition, the government allows firms to seek source approval. Interested parties may submit a Source Approval Request (SAR) through the DEVCOM Aviation & Missile Center technical data management portal. For further inquiries, contact Barry Barnett at barry.barnett@dla.mil.
