Purchase and Install Oil Shaft Seal on Lackland Chiller 1

Statement of Work (SOW)

To purchase and install an oil shaft seal on Chiller 1 located in the mechanical room of B6582 at JBSA-Lackland Air Force Base, San Antonio, TX.

• Furnish all supervision, labor, transportation, materials, tools, incidentals, equipment, and quality assurance for the removal, disposal, and replacement of the oil shaft seal.

• Provide lifting equipment, specialty tools, parts, and qualified technicians.

• Procure a new, OEM-approved oil shaft seal compatible with the existing York Model YKFTFT-CMGS chiller, including documentation of OEM approval and warranty information.

• Coordinate with designated facility personnel for scheduling to minimize disruption.

• Remove the existing oil shaft seal, taking precautions to avoid damage, and properly dispose of the old seal and contaminated materials according to local regulations.

• Install the new oil shaft seal according to manufacturer specifications and best practices.

• Conduct a thorough leak test after installation and document results.

• Clean the work area upon completion, removing all debris and tools, leaving it in a clean and orderly condition.

• The work must be completed in accordance with CEO Contract Specifications, applicable Uniform Building Codes, Air Force Base Regulations, and OSHA Requirements.

• A final inspection will be conducted by the project manager, contractor, and designated 502 CES personnel. Discrepancies must be corrected prior to final payment.

• Project work is to be performed at Building 6582, Lackland Air Force Base.

• Normal duty hours are Monday through Friday, 7:00 AM to 5:00 PM, except government holidays.

• At least a 10-day notice is necessary for government coordination.

• The performance period is estimated to be completed in 5 calendar days.

• A 5-year full warranty covering units, labor, and installation is required.

• A site visit is highly recommended.

• Contractor employees must comply with all base traffic regulations.

• Hazardous materials must be identified, reported, and managed according to specific procedures, including submitting an AF Form 3952 for each item and monthly usage reports.

• Contractor shall furnish and maintain adequate barricades and warning signs.

• Contractor shall clean up debris daily.

• All contractor-generated refuse and waste must be stored and hauled off-site according to environmental requirements.

• Government will provide utilities (water and electricity) and emergency, fire, and security police response.

• Contractor must coordinate work with CE Project Manager Justin Bonds (210-748-5989), Victor Reyna (210-831-1150), or Leo Garcia (210-414-8617).

This notice is issued by the Department of the Air Force, 502d Air Base Wing, Joint Base San Antonio (JBSA) Lackland, Texas, to conduct market research. The government is seeking information from contractors interested in and capable of performing the replacement of an oil shaft seal on chiller 1, located in the mechanical room of B6582 at JBSA-Lackland.

The contractor will be responsible for furnishing all supervision, labor, transportation, materials, tools, incidentals, equipment, and quality assurance for the removal, disposal, and replacement of the oil shaft seal. This includes providing lifting equipment, specialty tools, parts, and qualified technicians. Barriers and signs will be required to prevent unauthorized personnel from entering the work area during the replacement.

• Period of Performance: Estimated to be completed within 5 calendar days from the notice to proceed.

All technicians performing the work must be certified in HVAC, refrigeration, and electronic systems.
