This solicitation is a Request for Quotation (RFQ) for the purchase and installation of one (1) CSM 242-G-NC Greensand Filter. The RFQ is prepared in accordance with FAR Part 8.4 and GSAR 538.71.

• Purchase and installation of one CSM 242-G-NC Greensand Filter.

• Delivery is required within 14 days after award.

• Period of Performance: May 25, 2026, to June 30, 2026.

• Installation location: Beartree Campground Well #23.

• Quoters must identify any proposed Order-Level Materials (OLMs) separately, including item description, quantity, unit price, extended price, vendor/source, and price support. OLMs cannot be embedded in labor rates or other CLINs.

• Anticipated Contract Type: Firm-Fixed-Price.

• Potential for multiple awards on different line items if it results in best value.

• Award Method: Lowest Price, Technically Acceptable.

• Quotations will be evaluated based on the criteria of Lowest Priced, Technically Acceptable.

• Key deadlines: Offer Due Date is May 21, 2026, at 0900 ET.

• The acquisition is 100.00% set aside for Small Business.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for the purchase and installation of a CSM 242-G-NC Greensand Filter for the Mount Rogers National Recreation Area, George Washington National Forest, Damascus, Virginia.

• Installation of one (1) CSM 242-G-NC Greensand filter.

• The filter unit should include:

  • A 24" steel tank.
  • 6.5 ft³ of Greensand plus iron/manganese removal media.
  • Standard flow rate of 3 gpm/ft² (9 gpm total).
  • Peak flow rate of 5 gpm/ft² (16 gpm total).
  • 2" inlet/outlet with a flow meter and pressure differential switch.
  • 3" drain with a 48 gpm backwash flow rate.
  • 1.5" inlet valve.
  • Separate source backwash kit.
  • 2.5" clean water valve.
  • 2" inlet check valve.
  • 3" clean water check valve.

• The vendor will be responsible for removing and disposing of the existing equipment if it cannot be broken down onsite.

• Period of Performance: 05/25/2026 – 06/30/2026.

• Delivery: 14 Days After Receipt of Order (ARO).

• Delivery Address: USDA Forest Service, 20993 Beartree Gap Road, Damascus, VA 24236.

• Service Work Hours: Monday through Friday, 0800hrs – 1700hrs Eastern Time (excluding Federal Holidays).

• Vendor must be prepared to use machinery and operators to remove and dispose of existing equipment if necessary.

• Vendor will be responsible for the cost of vacuum truck services and disposal of the old equipment.

• This is a solicitation in anticipation of a Firm-Fixed Price Contract.

Statement of Work (SOW)

To install a new CSM 242-G-NC Greensand Filter at the Day Use Area in Beartree Campground.

• Install one CSM 242-G-NC Greensand filter with iron/manganese removal media.

• Filter specifications: 24" steel tank, standard flow 3gpm/ft² (9 gpm total), peak flow 5gpm/ft² (16 gpm total).

• Connections: 2" inlet/outlet with flow meter and pressure differential switch, 3" drain (48 gpm backwash flow).

• Includes a separate source backwash kit with specified valves (1.5" inlet, 2.5" clean water, 2" inlet check, 3" clean water check).

• Removal of the existing mineral tank may require machinery and operators if it cannot be broken up onsite; customer will pay for vac truck services and disposal.

• Work Hours: Monday – Friday, 8 AM – 5 PM.

• Location: Beartree Campground, 20993 Beartree Gap Road, Damascus, VA 24236.

• Contractor must furnish all supervision, labor, equipment, tools, and supplies.

• Work must comply with all applicable laws, regulations, and commercial practices.

• Contractor must provide insurance and adhere to OSHA regulations.

• Contractor is responsible for safety, traffic control (MUTCD guidelines), and protection of streams, lakes, reservoirs, trails, roads, ditches, and fences.

• Any damage to roads or trails caused by the contractor must be promptly repaired.

• Contractor is responsible for all damage due to their fault or negligence.

• The Service Contract Act applies, with wages listed in attached Wage Determinations (WD 2015-4339, Rev 31).

• Payment due 30 days after receipt of supplies/services or invoice, based on a Not-to-Exceed amount.

• Full payment not made for less than full service of tank(s).

• Inspection and acceptance by a Contracting Officer's Representative (COR) or Designated Inspector.

• Contractor must complete remedial work if work is not acceptable.

• Government not liable for loss, damage, or destruction of equipment unless due to Government employee negligence.
