• Late submissions, modifications, revisions, and withdrawals of offers are subject to specific rules.

• The Government intends to evaluate offers and award a contract without discussions, but reserves the right to conduct discussions if necessary.

• The Government may reject any or all offers, accept other than the lowest offer, and waive informalities.

• Post-award debriefings will include evaluation of weak/deficient factors, overall evaluated cost/price and technical ratings, overall ranking, rationale for award, and make/model of product for commercial acquisitions.

• Award will be made to the lowest priced, technically acceptable offeror representing the best value to the Government.

• Technical Acceptability will be evaluated as "acceptable" or "unacceptable" based on the ability to provide new manufactured commercial items.

• The contract requires a Certificate of Conformance (COC) IAW FAR clause 52.246-15.

• Delivery is F.O.B. Destination, with a required delivery of 185 days after receipt of order (ARO). Early and partial deliveries are desired and accepted.

• Invoicing instructions are provided, including the requirement for "FAST PAY" on invoices for prompt payment.

• Offers must be submitted to the specified office by the exact time indicated in the solicitation.

• Evaluation criteria: Lowest priced, technically acceptable offer.
