• Submission of Offers: Offers must be signed, dated, and submitted by the specified deadline, including solicitation number, offeror details (name, address, UEI, EFT indicator), information for evaluation, completed representations and certifications, and a statement of agreement with terms and conditions.

• Period for Acceptance: Offerors must hold prices firm for 60 calendar days from the offer receipt date, unless otherwise specified.

• Late Submissions: Late offers, modifications, or revisions will generally not be considered unless received before award and accepted by the Contracting Officer. Late modifications that are more favorable to the Government may be considered.

• Delivery/Lead Time: The USCG requires delivery of all items within 120 days after receipt of order (ARO). Early and partial deliveries are desired and will be accepted.

• Certificate of Conformance (COC): Required for all items, submitted in the format specified in FAR clause 52.246-15.

• Award Basis: Award will be made to the lowest priced, technically acceptable offeror representing the best value to the Government.

• Evaluation Criteria: Technical Acceptability will be evaluated as "acceptable" or "unacceptable" based on the ability to provide new manufactured commercial items. Parts must be procured from the Aircraft OEM (Airbus), the part OEM (Safran), or authorized Safran distributors.

• Item: Antenna Gasket Kit (NSN: 5999-01-HS2-3200, P/N: AKCN2350-01) for Aircraft HC-144, Quantity 4.

• Proposal Submission: Offers must be submitted by the exact time specified in the solicitation.

• Evaluation: Award will be made to the lowest priced, technically acceptable offer.

• No Discussions: The Government intends to evaluate offers and award without discussions; therefore, initial offers should contain the best terms.

• Technical Acceptability: Offerors must be able to provide new manufactured commercial items, procured from specific sources (Aircraft OEM, part OEM, or authorized distributors).

• Incorporated Provisions: Numerous FAR and HSAR provisions are incorporated by reference. Offerors are cautioned to review these and complete any required blocks.

• Security Prohibitions: Provisions related to covered telecommunications equipment, FASCSA orders, Sudan, and Iran are included, requiring representations and certifications.

• Invoicing: Invoices should be emailed to ALC-Fiscal@uscg.mil and marked "FAST PAY" if applicable.
