Statement of Work (SOW) / Performance Work Statement (PWS)

The USDA Forest Service (FS) Washington Office Law Enforcement Region 13 Subregion 8 requires the acquisition of a Utility Terrain Vehicle (UTV) configured for law enforcement operational use.

• The vendor shall supply a specified number of UTVs meeting minimum specifications.

• UTVs will be used on all types of terrain in the forest.

• The asset will be delivered to the location listed on the schedule of items, with delivery costs included in the price.

• Acceptance will occur when all systems are fully functional, specifications are met, and the equipment is delivered in new, undamaged condition.

• The vendor must provide 72 hours' notice prior to delivery.

• Delivery is required by June 30, 2026.

• Delivery locations are specified in the Schedule of Items.

Base Vehicle Requirements:

• Four (4) seat configuration
• Overall size: 150.2 x 64 x 77
• 999cc engine or manufacturer equivalent 4-stroke DOHC Twin Cylinder
• Automatic Variable transmission (PVT), Electronic Power Steering (EPS)
• All-Wheel Drive (AWD), Factory Roll Cage (ROPS compliant)
• Wheelbase: 115-inch, 13-inch ground clearance
• Seat belts for all seating positions, Standard LED lighting and instrumentation package
• 213-inch minimum turning radius, 1000 payload capacity
• Manufacturer's standard warranty

• Adjustable Folding Side Mirrors

Deliverables:

• One (1) fully configured UTV with specified seating, storage, electrical systems, and accessories.
• All applicable manufacturer warranties, manuals, and documentation.
• All COV Titles and documents produced by vendor in original form, completed, scanned, and emailed to rene.vandenheuvel@usda.gov and mailed to Rene VanDenHeuvel, USDA FS Region 13 Law Enforcement, 5162 Valleypointe Pkwy, Roanoke, VA, 24019.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items to procure brand new Utility Terrain Vehicles (UTVs) for the USDA Forest Service, Law Enforcement Region 13 Subregion 8. The UTVs will be used on all types of terrain in the forest and must meet manufacturer's specifications. This announcement constitutes the only solicitation, and quotations are being requested.

• Purchase and delivery of brand new UTVs.

• UTVs must meet manufacturer's specifications, including any non-OEM aftermarket items necessary.

• Delivery is required by July 31, 2026.

• Contract Type: Firm Fixed Price.

• Period of Performance: May 1, 2026, to July 31, 2026.

• The government reserves the right to make multiple awards if it's in the best interest of the government, but intends to make one award.

• Quotations are due by April 20, 2026, 5:00 PM Eastern Time.

• Evaluation Criteria: Lowest Price Technically Acceptable (LPTA). Only the lowest priced offer will be evaluated for technical acceptability. Award will be made to the highest technically rated offeror whose proposal is fair and reasonable and has acceptable or neutral past performance. Tradeoffs will not be conducted.

• This acquisition is a Total Small Business Set-Aside.

• Early deliveries will be accepted.
