• The period for acceptance of offers is 60 calendar days from the date specified for receipt of offers, unless otherwise specified.

• Award will be made to the lowest priced, technically acceptable offeror representing the best value to the Government.

• A specific item is listed: Harness Assy., APU, Part Number 4504107, National Stock Number 5995-01-522-5020, Manufacturer CAGE Code 55820, Quantity 2 each.

• Offers must be submitted by the exact time specified in the solicitation and include the solicitation number, offeror information, UEI, EFT indicator, information for evaluation, responses to required provisions, and a statement of agreement with terms and conditions.

• Evaluation will be based on Technical Acceptability and Price. Technical Acceptability will be rated as "acceptable" or "unacceptable" based on the offeror's ability to provide new manufactured commercial items.

• The USCG requires delivery of all items ninety (90) days after receipt of the order (ARO), but early and/or partial deliveries are desired and will be accepted.

• The solicitation includes provisions related to small business concerns and HUBZone small business concerns.

Justification for Other Than Full and Open Competition

The Government does not own these rights and has not developed the technical data. The parts are only procurable from the OEM or an approved distributor. The acquisition is unique to the specific aircraft, and installation/servicing must comply with OEM requirements.
