• A specific hinge (Part Number: 35-34048-0011M01, NSN: 5340-01-HS2-3321, Manufacturer CAGE: 0117B) is required in a quantity of 3 each.

• A Certificate of Conformance (COC) is required for all items.

• Pricing will be evaluated for fairness and reasonableness.

• Delivery is required within ninety (90) days After Receipt of Order (ARO) to Elizabeth City, NC, though early or partial deliveries are desired.

• The period for acceptance of offers is 60 days from the receipt date.

• Delivery is required within 90 days ARO.

• Offers must be submitted by the exact time specified in the solicitation.

• Evaluation will be based on lowest priced, technically acceptable offer.

Justification for Other Than Full and Open Competition

This document justifies the procurement of commercial products and services at or below the Simplified Acquisition Threshold (SAT) under FAR 12.102(a), utilizing FAR Class Deviation 25-21 Rev. 1 for FAR Part 12. The procurement is for 3 each HINGE P/N 35-34048-0011M01 (NSN 5340-01-HS2-3321) HC-144 aircraft parts. These parts will be placed in ALC Ready-For-Issue Inventory for future requirements and installation on a USCG Aircraft.

• Only One Source Is Available is selected.

• The justification is based on the item being peculiar to one manufacturer (Airbus), where the brand name, product, or feature is essential to the Government's requirements. Market research indicates that similar products from other companies, or products lacking the particular feature, do not meet or cannot be modified to meet the agency's needs.
