• Late Submissions: Late offers, modifications, or revisions will generally not be considered unless received before award and acceptance would not unduly delay acquisition. Late modifications making terms more favorable to the Government may be considered.

• Delivery/Lead Time: The contractor must indicate days after receipt of order (ARO) for delivery. The USCG requires delivery within 90 days ARO, but early/partial deliveries are accepted.

• Packaging: Materials must be packed and labeled for shipment via land, air, or sea. Prohibited packaging includes popcorn, shredded paper, Styrofoam, or peanut packaging. Individual parts must be packed separately, with bulk packages of up to 100 acceptable. Internal packing must prevent damage, and preservation is required for one year of warehouse storage.

• Shipping: Items are to be shipped to the USCG Aviation Logistics Center in Elizabeth City, NC. The Purchase Order Number will be determined at the time of issuance.

• Inspection and Acceptance: Performed at destination by local USCG personnel to ensure items match manufacturer specifications, count, and condition.

• Certificate of Conformance (COC): Required for all items, including NSN, Part Number, Serial Number, and Purchase Order Number, signed by an authorized representative.

• Evaluation Criteria: Award will be made to the lowest-priced, technically acceptable offeror representing the best value. Technical acceptability will be rated "acceptable" or "unacceptable" based on the ability to provide new manufactured commercial items.

• Specific Item: The solicitation references "Mask Oxygen-Full Face" with Part Number MF20-514, NSN 1660-01-HS1-9329, Manufacturer CAGE Code F0422, for a quantity of 11 each.

• Parts Procurement: Parts can only be procured from the Aircraft OEM (Airbus), the part OEM (Safran), or Safran authorized distributors.

• Evaluation Factors: Award is based on lowest-priced, technically acceptable offer. Technical acceptability is evaluated on the ability to provide new manufactured commercial items.

• Proposal Submission: Offers must be submitted by the exact time specified.

• Debriefings: Information will be disclosed to requesting offerors regarding evaluation of weak factors, evaluated cost/price and technical ratings, overall ranking, rationale for award, and make/model of the product for commercial acquisitions.

• Small Business: Several provisions related to small business concerns are incorporated by reference, including "Notice of Total Small Business Set-Aside" and "Small Business Subcontracting Plan" variations.

• HUBZone: "Notice of Price Evaluation Preference for HUBZone Small Business Concerns" is included.
