Evaluation and Submission
Award will be made to the lowest priced, technically acceptable offer representing the best value to the Government. Technical acceptability is determined by the ability to meet all requirements and technical specifications outlined in Attachment 1. Offerors must provide a COC from the manufacturer or a written commitment to provide one. Only the lowest priced offer will be evaluated for technical acceptability initially.
Offers must include:
- Solicitation number, offeror's name, address, contact information, and Unique Entity Identifier (UEI).
- Information for evaluation factors and responses to required certifications.
- A statement of agreement with all solicitation terms.
- Pricing, including any quantity or prompt payment discounts. Offerors must hold prices firm for 60 calendar days.
