Solicitation / RFP / RFQ

This document outlines the terms and conditions for Solicitation 70Z03826QW0000063, pertaining to the acquisition of commercial items. It supersedes all other terms and conditions and acceptance of an order signifies agreement with all terms herein.

• Submission of Offers: Offers must include the solicitation number, Offeror's name/address/phone, Unique Entity Identifier (UEI) and EFT indicator, information for evaluation factors, completed representations and certifications (excluding SAM data), and a statement of agreement with solicitation terms and amendments.

• Period for Acceptance: Offerors agree to hold prices firm for 60 calendar days from the offer receipt date, unless otherwise specified.

• Late Submissions: Late offers will generally not be considered unless received before award and acceptance would not unduly delay acquisition. Late modifications favorable to the Government may be accepted.

• Delivery: The USCG requires delivery of all items 406 days after receipt of order (ARO) to Elizabeth City, NC. Early and partial deliveries are desired and accepted.

• Quality Assurance: Applicable to orders for products touching USCG aircraft. Contractors must immediately report any non-conformities, supply changes, or material defects. Changes impacting the product require USCG approval. Records must be retained per FAR 4.7, and requirements must be flowed down to the supply chain.

• Packaging Instructions: Material must be packed and labeled for shipment via land, air, or sea. Prohibited packaging materials include popcorn, shredded paper, Styrofoam, or peanut packaging. Each part must be individually packed, and containers labeled with specific identifiers. Internal packing must prevent damage, and preservation is required for one year of warehouse storage.

• Certificate of Conformance (COC): Required for all items, including NSN, Part Number, Serial Number, and PO Number, signed by an authorized representative.

• Contract Award: Award will be made to the lowest priced, technically acceptable offeror representing the best value. The Government anticipates a sole source award to Meggitt Aircraft Braking Systems but will consider all responsible sources. Discussions are not anticipated but may be conducted if necessary.

• Evaluation: Technical Acceptability will be evaluated based on the ability to provide new manufactured commercial items. The specific item is a Nose Wheel Assembly (P/N 5014041, NSN 1630-01-522-6894, CAGE 0B9R9) for a quantity of 4 EA.

• Pricing: Offerors must provide pricing as requested in the Schedule of Supplies, including any quantity or prompt payment discounts. Quotations will be evaluated for fairness and reasonableness.

• Invoicing: Invoices must be submitted after receiving a purchase order, providing requirements, and having active SAM status. Invoices and DD-250s should be prepared per FAR 52.212-4 and emailed to ALC-Fiscal@uscg.mil or mailed to the Chief, Fiscal Branch at USCG ALC. The final invoice must be marked FINAL. Payments will be made electronically per FAR 52.232-33.
