Purchase of 20 Multi-functional Devices (MFDs) for Korea

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for the purchase of twenty (20) Multifunctional Devices (MFDs) and associated accessories for use outside the contiguous United States (OCONUS) in South Korea, specifically supporting USAG Humphreys IMCOM.

• Procurement of twenty (20) new, Trade Agreement Act (TAA) compliant, color MFDs with a minimum print speed of 45 pages per minute.

• Devices must support automatic full duplex monochrome and color printing, with a minimum resolution of 1,200 x 1,200 DPI.

• Support for current operating systems (Windows 11+, macOS 13+) and server operating systems (Server 2016+).

• Minimum of 6 GB memory and drivers supporting Adobe PS3, PCL5E, and PCL6.

• Devices must operate on standard U.S. office 120-volt 60 Hz AC electrical current.

• Inclusion of one full set of starter toner cartridges and one full set of high-yield toner cartridges for each device.

• Devices must meet specific security requirements, including hard drive sanitization (NIST SP 800-88 Rev. 1), encryption (FIPS 140-3), and disabling of unnecessary USB ports.

• Network functionality must support IPv4, IPv6, and hybrid configurations.

• Compliance with DISA Security Technical Implementation Guide (STIG) for Multifunction Devices and Network Printers.

• SMARTCARD Public Key Infrastructure (PKI) solution compliance for unclassified devices.

• Minimum print rate: 45 Pages Per Minute.

• Minimum copy rate: 45 Pages Per Minute.

• Support for paper sizes 8½" x 11", 8½" x 14", and #10 envelopes.

• Support for paper stock/basis weight of 20# and 80#.

• Minimum of two paper trays per device, each with a 550-sheet capacity.

• Scanner must support JPEG, PDF, and TIFF formats, with scan-to-email and network folder destinations.

• Recommended monthly print volume: 10,000 impressions.

• Delivery to Camp Humphreys, Pyeongtaek-si, Gyeonggi-do, Republic of Korea 17709.

• Manufacturer's OCONUS warranty of a minimum of one (1) year for each MFD.

• 24/7 telephonic support (excluding U.S. holidays) with on-site service (Time-to-React: 2 Government Working Days).

• Proposers must provide documentation demonstrating cybersecurity supply chain risk management practices per NIST SP 800-161 Rev. 1.

• Devices must be included on the NIAP CCEVS Product Compliant List.

• Devices must be capable of obtaining accreditation through the Risk Management Framework (RMF) for DOD IT.

• Compliance with Section 508 accessibility requirements and submission of a Voluntary Product Accessible Template (VPAT®).

• Delivery Report (Appendix #1) and Device Listing Report are required.

• Invoices must be submitted via Wide Area Work Flow (WAWF) in U.S. Dollars.

Request for Information (RFI)

This RFI is issued by the Defense Logistics Agency (DLA) Contracting Services Office to determine market interest, feasibility, and capability of sources for the purchase of 20 Color Multi-Functional Devices and toner (20 each of black, cyan, magenta, and yellow). This RFI does not obligate the Government to award a contract, and no solicitation package is currently available.

• Delivery to DoD locations throughout Korea.

• Includes installation.

• One-year manufacturer's warranty.

• Key operator training.

• Reporting, network functionality, and network security.

• Submission deadline: April 10, 2026, by 10:00 AM EST.

• Required information includes: Business Name, DUNS Number, Cage Code, and Point of Contact Information.
