This document is a Request for Quotation (RFQ) for the procurement of one eight-passenger van for the U.S. Embassy Riga, Latvia. The government is seeking to purchase this vehicle to meet its transportation needs.

• One eight-passenger van.

• The vehicle must meet specific minimum specifications including:

  • Engine: Petrol, diesel, or hybrid (minimum 175 hp / 130 kW).
  • Transmission: Automatic.
  • Safety Features: Driver's and passenger airbags, parking assist/backup camera, ABS.
  • Climate Control: Multi-zone heating and air conditioning.
  • Seating: 8 seats (driver + 7 passengers), with removable/configurable rear seats.
  • Doors: Twin sliding rear doors preferred; rear doors on passenger and driver side required.
  • Steering: Left side, power steering.
  • Exterior Color: Neutral (black, charcoal, gray, navy, white, tan).
  • Interior Color: Dark.
  • Miscellaneous Features: Full-size spare wheel, 775l trunk capacity, heated steering wheel, remote-controlled power door locks, power windows, local serviceability, minimum 48-month warranty supported in the Baltic region, extra set of winter tires, rubber interior mats, Bluetooth connectivity.

• Contract Type: Firm-fixed price purchase order.

• Delivery: FOB Destination.

• Period of Performance: Delivery required no later than 60 days after award.

• Pricing: All prices are in Euros. Value Added Tax (VAT) is not applicable.

• Quotations must be submitted by 16:00 on 05/28/2026.

• Award will be made to the lowest priced, acceptable, responsible quoter.

• Evaluation will consider quoter acceptability (compliance with RFQ terms) and responsibility (FAR 9.1 requirements including financial resources, ability to comply with performance period, integrity, organization, experience, skills, and equipment).

• The government reserves the right to reject proposals that are unreasonably low or high in price.

• This RFQ is NOT a small business set-aside.

• The solicitation includes numerous FAR and DOSAR clauses incorporated by reference and in full text, covering topics such as contract terms, payment, security prohibitions and exclusions, and representations and certifications.

• Offerors must provide a list of clients from the past two years demonstrating relevant past performance and references. If comparable services were not performed in Latvia, international experience must be provided.

• Offerors must provide proof of SAM registration, including the SAM UEI number.

• Submission format: MS-Word 2007/2010, MS-Excel 2007/2010, or Adobe Acrobat (pdf).

• File size limit: 30MB per file. Larger submissions must be split into multiple emails, each under 30MB.

• The document does not specify contract type, period of performance, or estimated value.

• Quotations are due on or before June 30, 2026, at 14:00.

• To be considered, quotations must include:

  4. Additional information as required in Section 3
  5. Proof of SAM Registration

• The award will be based on the lowest acceptable price from a responsible company.

• Offerors must be registered in the System for Award Management (SAM) database (https://www.sam.gov) prior to proposal submission.

• Failure to be registered in SAM at the time of submission may result in the proposal being deemed non-responsible.

• The government may hold discussions with companies in the competitive range if needed.

• Offerors are highly encouraged to register in SAM immediately if interested.
