Solicitation / RFP / RFQ

This document outlines the terms and conditions applicable to any order awarded as a result of this solicitation for commercial items and services. It supersedes all other terms and conditions.

• Offers must include the solicitation number, Offeror's name, address, telephone number, Unique Entity Identifier (UEI), and EFT indicator.

• Information necessary for evaluation based on the criteria in provision 52.212-2 or as otherwise described.

• Responses to provisions requiring Offeror completion, representations, and certifications.

• A statement of agreement with all terms, conditions, and provisions, including amendments.

• The USCG requires delivery of all items forty-five (45) days after receipt of order (ARO). Early and partial deliveries are desired and accepted.

• A Certificate of Conformance (COC) is required for all items, including National Stock Number, Part Number, Serial Number, and Purchase Order Number, signed by an authorized representative.

• Offers must be held firm for 60 calendar days from the date specified for receipt of offers, unless otherwise specified.

• Offers must be submitted to the specified office by the exact time and date indicated in the solicitation.

• Late offers will generally not be considered unless received before award and acceptance would not unduly delay acquisition.

• Award will be made to the lowest priced, technically acceptable offeror representing the best value to the Government.

• Technical Acceptability will be evaluated based on the ability to provide new manufactured commercial items.

• Pricing will be evaluated to determine if it is fair and reasonable. Quantity price discounts and prompt payment discounts should be included.

• While the solicitation anticipates a sole source award to Howmet Global Fastening, all responsible sources may submit a capability statement or quotation.

• The document incorporates numerous FAR and HSAR clauses by reference, including those related to security, trade agreements, and labor standards. Offerors are cautioned to review these thoroughly.

• Specific provisions address covered telecommunications equipment, FASCSA orders, Sudan and Iran prohibitions, and unmanned aircraft systems.
