Quick Summary

The U.S. Coast Guard (USCG) Aviation Logistics Center (ALC) is soliciting quotations for the purchase of Conventional Aircraft Tow Tractors (TLD America TMX-50-8-E or equal) for delivery to Elizabeth City, NC. This is an unrestricted requirement issued as a Request for Quotation (RFQ) under a combined synopsis/solicitation. The acquisition will result in a firm-fixed price purchase order for one First Article unit and 25 production units. Offers are due by May 6, 2026, at 2:00 PM ET.

Scope of Work

The requirement is for the supply of one First Article Conventional Aircraft Tow Tractor (TMX-50-8-E), followed by 25 Production Run units of the same model. All items must be new and meet the detailed salient characteristics outlined in Attachment 3. The First Article unit is subject to a mandatory Test and Evaluation (T&E) by the USCG ALC, as detailed in Attachment 4. Delivery for the First Article is required 90 days after receipt of order (ARO), with production units delivered 90 days after the First Article passes T&E. Bidders may propose "brand name or equal" items, but must demonstrate clear traceability to the Original Equipment Manufacturer (OEM), TLD America (CAGE Code 6L481), and provide a Certificate of Conformance (COC).

All proposed parts must be new. Failure to completely fill out "Updated Attachment 1 - Schedule of Supplies" will result in the quote not being considered. The First Article unit must pass 100% of the tests outlined in the Test and Evaluation Plan. The Government intends to award without discussions.
