Purchase of DLC CTL Laser for NASA Ames COSMIC Lab

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure a DLC CTL 1050 pump laser for the NASA Ames COSMIC lab. This laser is intended to support the IR-CRDS project, which aids various NASA space research and missions.

The government requires the purchase of a specific type of laser with the following characteristics:

• Tuning range: 1010 - 1100 nm, no mode-hops
• Output power: Greater than 12 mW
• Isolation: Greater than 45 dB over the range
• Max scan speed: 10 nm/s
• Absolute wavelength accuracy: Less than 110 pm
• Relative accuracy (repeatability): Less than 10 pm
• Typical instantaneous linewidth: Less than 0.5 kHz
• Typical short-term linewidth [5µs]: Less than 10 kHz
• Motor micro step size: 0.4 pm
• Piezo scan capability: Up to 45 GHz
• Piezo step size: Less than 10 kHz
• Output beam characteristics: TEM00, typically between 1mm x 1 mm and 1 mm x 3 mm
• Low power consumption: Typically 50 W

Solicitation / RFP / RFQ

This document is a Request for Quotation (RFQ) for the purchase of a DLC CTL Laser for the NASA Ames COSMIC Lab. It is a Brand Name requirement.

• The specific Statement of Work (SOW)/Bid Schedule is provided in an attached document.

• Contract type is Firm Fixed Priced.

• Delivery is FOB Destination.

• Quotes are due by 6/17/2026 at 3:00 p.m. CT.

• Quotes must be submitted via email to Kacey Hickman at Kacey.l.hickman@nasa.gov.

• Quotes shall remain valid for 30 days.

• Submitted quotes must list two points of contact with name, phone number, and email address.

• All contractual and technical questions must be submitted in writing (email) to Kacey Hickman by 6/16/2026 at 3:00 p.m. CT. Telephone questions will not be accepted.

• The Government will award the contract to the responsible Offeror whose offer conforming to the solicitation is the lowest price technically acceptable (LPTA).

• Offers not deemed technically acceptable will be removed from further consideration.

• This procurement is set aside for small business.

• Offerors must be registered at www.sam.gov to be considered for award.

• The NAICS Code for this procurement is 334516.

• The solicitation incorporates numerous FAR and NFS clauses by reference, including those related to System for Award Management, Sustainable Products and Services, Government Property, Duty-Free Entry, Place of Manufacture, Export Licenses, and Ombudsman.

• Specific details regarding duty-free entry for supplies are outlined in NFS 1852.225-8(k), with a placeholder for specific supplies to be accorded duty-free entry.

Recommendation and Determination to Solicit from One Source or Brand Name

This document outlines a recommendation to solicit from a single source or brand name for the acquisition of supplies or services. It justifies why competition is deemed impractical.

• The recommendation is to negotiate with vendors who can provide the subject brand name: TOPTICA's Continuously Tunable Laser.

• The estimated cost of this effort is redacted, with a lead-time of 6-8 months.

• The laser is required as a pump source for an existing TOPO system (Optical Parametric Oscillator laser from Toptica).

• The setup is designed for cavity ring-down spectroscopy, requiring both lasers to be monitored and controlled by the same software.

• Procuring the pump laser from the same manufacturer (Toptica) is necessary for compatibility.
