Justification for Other Than Full and Open Competition

This document justifies the U.S. Coast Guard's intent to procure commercial products and services at or below the Simplified Acquisition Threshold (SAT) using other than full and open competition, citing FAR 12.102(a) and FAR Class Deviation 25-21 Rev. 1 for FAR Part 12.

• These parts are for HC-144 aircraft and will be placed in ALC Ready-For-Issue Inventory for future requirements and installation.

Solicitation / RFP / RFQ

This document outlines the terms and conditions applicable to any order awarded as a result of this solicitation. It supersedes all other terms and conditions.

• Offers must include solicitation number, offeror's name, address, telephone number, Unique Entity Identifier (UEI), and Electronic Funds Transfer (EFT) indicator.

• Offers must provide information necessary for evaluation based on factors in 52.212-2 or as otherwise described.

• Responses must include completed representations and certifications (excluding those in SAM).

• A statement of agreement with all terms, conditions, and provisions, including amendments, is required.

• The government anticipates awarding on a sole source basis to General Electric Co., but all responsible sources may submit a capability statement or quotation.

• Award will be made to the lowest priced, technically acceptable offeror representing the best value.

• Technical Acceptability will be evaluated based on the ability to provide new manufactured commercial items.

• A Certificate of Conformance (COC) is required.

• Pricing must be provided as requested, including any quantity price discounts and discounts for prompt payment.

• Delivery is required within ninety (90) days after receipt of order (ARO), though early or partial deliveries are desired.

• Offers must be held firm for 60 calendar days from the offer receipt date, unless otherwise specified.

• Offers must be submitted to the specified office by the exact time and date.

• Late submissions will generally not be considered.

• The government intends to award without discussions, so initial offers should be the best terms.

• The government reserves the right to conduct discussions if necessary.

• The government may reject any or all offers, accept other than the lowest offer, and waive informalities.

• Evaluation will be based on Technical Acceptability and Price.

• While a sole source to General Electric Co. is anticipated, all responsible sources are encouraged to submit.
