• Technical Acceptability will be evaluated based on the offeror's ability to provide new manufactured commercial items from the OEM, Fastener Dimensions Inc. (Cage Code OSYU2), or an authorized OEM distributor.

• Offers must be submitted by the exact time specified in the solicitation.

• Late submissions will generally not be considered unless received before award and acceptance would not unduly delay the acquisition.

• Quotes will be evaluated based on "lowest priced, technically acceptable" criteria.

• The contractor shall provide pricing as requested in the Schedule of Supplies, including any quantity price discounts and prompt payment discounts.

• It is anticipated that a purchase order resultant of this solicitation will be awarded on a sole source basis to Fastener Dimensions Inc. However, all responsible sources may submit a capability statement or quotation.

• The document includes numerous FAR and HSAR clauses, including those related to security prohibitions and exclusions, sustainable products, fast payment procedures, and trade agreements. Offerors are cautioned that some provisions may require completion and submission with their quotation or offer.

The United States Coast Guard (USCG), Aviation Logistics Center (ALC), Medium Range Surveillance (MRS) Product Line intends to procure specific shoulder studs for the HC-144 aircraft.

  • Stud 6: NSN: 5307-01-HS3-6576, P/N: 1100-51-3-6 (Qty: 35 Ea.)
  • Stud 7: NSN: 5307-01-HS3-6575, P/N: 1100-51-3-7 (Qty: 100 Ea.)
  • Stud 8: NSN: 5307-01-HS3-6574, P/N: 1100-51-3-8 (Qty: 100 Ea.)
  • Stud 625: NSN: 5307-01-HS3-5427, P/N: 1100-51-3-9 (Qty: 100 Ea.)

• These studs are manufactured according to ALC drawing 1100-51-3 for the HC-144 aircraft.

• The studs are installed during Product Depot Maintenance (PDM) IAW TCTO T57160.

• The quantity ordered supports required spares.

• The justification type is "Only One Source Is Available" due to the items being peculiar to one manufacturer and market research indicating no other companies' similar products meet the agency's needs.
