• Packaging must be suitable for shipment via land, air, or sea, and must not include popcorn, shredded paper, Styrofoam, or peanut packaging. Individual containers must be labeled with specific information.

• The period for acceptance of offers is 60 calendar days from the date specified for receipt of offers.

• Award will be made to the lowest priced, technically acceptable offeror representing the best value to the Government.

• Offers must be submitted by the exact time specified in the solicitation and must include:

  • Solicitation number
  • Offeror's name, address, telephone number
  • Offeror's Unique Entity Identifier (UEI) and EFT indicator
  • Information necessary for evaluation factors (as described in 52.212-2)
  • Responses to provisions requiring completion, representations, and certifications
  • A statement of agreement with all terms, conditions, and provisions.

• Technical Acceptability will be evaluated to determine an overall rating of "acceptable" or "unacceptable."

• While the intent is a sole source award to Leonardo SPA, all responsible sources may submit a capability statement or quotation.

• The solicitation incorporates numerous FAR clauses by reference, including those related to:

  • Contract terms and conditions (52.212-4)
  • Evaluation criteria (52.212-2)
  • Security prohibitions and exclusions (52.240-91)
  • Sustainable products and services (52.223-23)
  • Fast payment procedures (52.232-90)
  • Trade agreements and Buy American provisions.

• Offerors are cautioned that the listed provisions may include blocks that must be completed and submitted with the quotation or offer.

Justification for Other Than Full and Open Competition

This document outlines the justification for procuring commercial products and services at or below the Simplified Acquisition Threshold (SAT) using FAR 12.102(a) and FAR Class Deviation 25-21 Rev. 1 for FAR Part 12. The U.S. Coast Guard intends to purchase specific aircraft parts on a sole source basis.

These items will be placed in ALC Ready-For-Issue Inventory for future use and installation on a USCG Aircraft.
