• Debriefings: Information to be disclosed to requesting offerors post-award includes evaluation of weak/deficient factors, evaluated cost/price and technical ratings, overall ranking, rationale for award, make/model of product, and responses to questions about the selection process.

• Evaluation Criteria: Award will be made to the lowest priced, technically acceptable offeror representing the best value. Technical acceptability is based on the ability to provide new manufactured commercial items.

• Line Items: The solicitation details three specific line items:

  • Line Item 1: Tube Assy (NSN: 4710-01-HS3-2473, P/N: 35-43218-0005, CAGE: 0117B, Quantity: 3 each)
  • Line Item 2: Bushing (NSN: 5365-01-H3-3266, P/N: 35-71206-0301, CAGE: 0117B, Quantity: 2 each)
  • Line Item 3: Lower Fitting (NSN: 1560-01-HS3-8059, P/N: 35-11348-0208, CAGE: 0117B, Quantity: 1 each)

• Delivery/Lead Time: Delivery is required 90 days After Receipt of Order (ARO). Early and/or partial deliveries are desired and accepted.

• Certificate of Conformance (COC): Required for all items, submitted in the format specified.

• Evaluation: Lowest priced, technically acceptable offeror. Technical acceptability focuses on new manufactured commercial items.

• Pricing: Contractors shall provide pricing as requested, including quantity discounts and prompt payment discounts. Quotations will be evaluated for fairness and reasonableness.

• Sole Source Anticipated: It is anticipated that a purchase order will be awarded on a Sole Source basis to Airbus DS Military Aircraft, Inc. However, all responsible sources may submit a capability statement or quotation.

• Numerous FAR and HSAR clauses are incorporated by reference, covering topics such as ethics, cybersecurity, small business concerns, foreign trade, and security prohibitions.

• Specific provisions address Buy American, Trade Agreements, and sustainable products.

• Detailed instructions are provided for packaging, shipping, inspection, acceptance, invoicing, and payment procedures.

Justification for Other Than Full and Open Competition

This document outlines the justification for restricting competition for the repair of specific aircraft parts for the U.S. Coast Guard's HC-144 aircraft. The justification is based on the 'Only One Source Is Available' type, specifically due to the parts being peculiar to one manufacturer and essential to the Government's requirements.

Repair of the following parts:

• TUBE ASSY., P/N: 35-43218-0005, NSN: 4710-01-HS3-2473 (Qty: 3ea.)
• BUSHING, P/N: 35-71206-0301, NSN: 5365-01-HS3-3266 (Qty: 2ea.)
• LOWER FITTING, P/N: 35-11348-0208, NSN: 1560-01-HS3-8059 (Qty: 1ea.)

These parts are used on the HC-144 aircraft and are replaced during inspections due to corrosion or damage.

Market research, including past procurement history and the international aviation subscription service (ILS®), was conducted. Potential sources were contacted to determine if they met specific criteria: possession of necessary service data, true capability, and ability to meet required Turn-Around-Time. Chelton Limited is identified as the product OEM and the only known source capable of fulfilling this requirement. No authorized distributors or repair vendors were found. Therefore, repair by the OEM is necessary.

The Contracting Officer will use one or more of the following methods to determine fair and reasonable pricing:

• Market Research
• Comparison of proposed price with prices found reasonable on previous purchases
• Current Price List
• Comparison with similar items in a related industry
• Comparison to IGCE
• Contracting Officer's Personal Knowledge
• Other (to be explained)
