Scope of Work

The hay must be domestically grown, leafy, green, sun-cured, and free of dust, mold, and heating, passing a visual inspection.
Both large and small bales are acceptable, with specific dimensions and twine requirements detailed in the Statement of Work. Hay must be barn-stored or covered with tarps, and stacked to allow for "hay squeeze" movement and minimize loss. The contractor is responsible for delivery, unloading, and stacking the hay at the destination.

Submission & Evaluation

An unloading plan must be included in the quote, and offerors must provide an estimated delivery date. Evaluation will be based on the Lowest Price Technically Acceptable (LPTA) method, considering both technical specifications and price. All questions must be submitted in writing to mbmerritt@blm.gov. Electronic invoicing via the Invoice Processing Platform (IPP) is required.
