This solicitation is for the procurement of 1000 tons of grass hay, 2026 crop, for the Bureau of Land Management (BLM), National Wild Horse and Burro Center at Palomino Valley Center (PVC). The government anticipates awarding a single firm fixed-price contract.

• Quantity: 1000 tons of grass hay.

• Delivery Period: Approximately October 1, 2026, through November 25, 2026.

• Hay Type: Teff Grass, Timothy Grass only, or a combination of Timothy, Brome, and Orchard Grass. Bermuda hay or Canary hay are not allowed.

• Bale Size: Both large and small bales will be acceptable.

• Delivery Location: National Wild Horse and Burro Placement Center at Palomino Valley (PVC), 15780 State Route #445, Reno, Nevada 89510.

• Delivery Terms: F.O.B. Destination, including all fees and costs.

• Contractor Responsibilities: Delivery, unloading, and stacking of the hay.

• Contract Type: Single firm fixed-price contract.

• NAICS Code: 111940 (Hay Growers).

• Set-Aside: 100% set-aside for Total Small Business.

• Questions Deadline: All questions must be submitted in writing to mbmerritt@blm.gov.

• Quote Submission: Quotes and supporting documents must be submitted electronically via email to matthew_merritt@ios.doi.gov.

• Submission Format: Quotes are to be submitted in two parts: Technical Specifications (Part 1, no pricing) and Price (SF1449).

• Evaluation Factors: Lowest Price Technically Acceptable (LPTA). Evaluation will be based on Technical Specifications and Price.

• Offer Due Date: 05/19/2026 at 1700 PD.

• This acquisition is a 100% set-aside for Total Small Business.

• Offerors must provide the estimated delivery date on their quote. If the requested delivery date cannot be met, a different date must be provided.

• Electronic invoicing via the Invoice Processing Platform (IPP) is required.

Statement of Work (SOW) / Performance Work Statement (PWS)

The Bureau of Land Management (BLM), National Wild Horse and Burro Center at Palomino Valley requires 1000 tons of grass hay for domestic animal consumption.

• Product: 1000 tons of grass hay, 2026 crop.

• Acceptable Grasses: Teff Grass, Timothy Grass, or a combination of Timothy, Brome, and Orchard Grass.

• Unacceptable: Bermuda hay, Canary hay, more than 25% alfalfa per bale, bearded grain, or forage plants with long awns.

• Quality: Must be domestically grown, leafy, green, sun-cured, free of dust, mold, heating, Russian Thistle, prickly herbs, "Cheat" grass, weeds, and blister beetles. Must pass visual inspection.

• Storage: Must be barn-stored or covered with hay tarps. Uncovered hay stored outside must be free from weather damage.

• Bale Requirements:

  • Small Bales: 100-140 pounds each, baled with 3 strands of RAT and rot-proof twine. Not round bales.
  • Large Bales: 800-2000 pounds each, 4’x4’x8’ or 3’x4’x8’ dimensions, baled with 6-8 strands of RAT and rot-proof twine. Not round bales.

• Stacking: All hay must be stacked to allow for movement with a "hay squeeze" and to reduce hay loss.

• Weight Certification: Tonnage must be established at the Contractor's facility prior to shipment and confirmed in writing with State Certified Weight Tickets provided to the COR/POC.

• Delivery Period: Approximately October 1, 2026, through November 25, 2026.

• Place of Delivery: National Wild Horse and Burro Placement Center at Palomino Valley (PVC), 15780 State Route #445, Reno, Nevada 89510.

• Delivery Hours: Monday through Friday, 7:30 a.m. to 4:00 p.m. local time, excluding weekends and national holidays.

• Delivery & Unloading: Contractor is responsible for delivery, unloading, and stacking. An unloading plan must be included in the quote. Specific stacking instructions are provided for small and large bales.

• Shipping Costs: Transportation costs are the responsibility of the Contractor and must be included in the unit price.
