Quick Summary

The Department of the Air Force, 90 CONS PK, is conducting a Sources Sought for PVC Roofing projects at F.E. Warren Air Force Base, WY. This market research aims to identify qualified contractors capable of replacing single-ply roof systems on six buildings (325, 34, 332, 1292, 1164, and 1284) due to storm damage. The agency is exploring the feasibility of combining these projects into a single award. Responses are due by February 18, 2026, at 5:00 PM UTC.

Purpose & Scope

This Sources Sought seeks industry input regarding capacity and capabilities for a potential combined PVC roofing project. The underlying requirement involves the demolition of existing roof systems and installation of new, fully adhered PVC roofing systems. Specific requirements include 96 mil PVC membranes for most buildings (80 mil for Building 34), specified insulation layers, vapor barriers, cover boards, roof drains, and copings. The new systems must resist a 120 mph minimum wind speed. For Building 1164, lightning protection system verification and modification are required. Damaged roof deck sections must be repaired or replaced.

Key Questions for Respondents

Interested parties are requested to provide information addressing the following:

  1. Capacity to complete all six roofs within 365 calendar days if solicited as one combined project.
  2. Ability to complete all six buildings if only allowed on two roofs at a time.
  3. Previous roofing or construction project experience in the F.E. Warren AFB/Cheyenne, WY area since February 2020.
  4. Approach to staffing (multiple subcontractors, one subcontractor, or in-house crew).
  5. Willingness to accommodate base-ordered building completion priority.
  6. CAGE Code.
  7. Small business classification (if applicable).
  8. Any questions or comments.

Performance Details

The new roof systems require a minimum 20-year "Edge to Edge, no dollar limit" warranty from the primary roof membrane manufacturer, covering hail up to 3" diameter and 120 mph winds. Installers must be certified by the manufacturer, and a separate 2-year installation warranty is required. All work must comply with UFC 3-110-03 Roofing and the International Building Code (IBC).

Place & Period of Performance

The work will be performed at F.E. Warren Air Force Base, WY 82005. Buildings will remain occupied throughout the project duration. While one SOW specifies a 180-day performance period, the Sources Sought specifically asks about completing all six buildings within 365 calendar days. Work is expected to commence within 10 business days of a Notice to Proceed.

Special Requirements

Mandatory requirements include adherence to Green Procurement mandates, obtaining "hot work" and "dig" permits, attending a mandatory pre-bid site walk, and managing environmental considerations such as asbestos, lead, and mold remediation. Operational Security (OPSEC) and Anti-Terrorism training are also required. Site work hours are generally 7:00 AM to 4:30 PM, Monday through Friday, excluding federal holidays, with daily site maintenance and clean-up.
