Statement of Work (SOW)

This Statement of Work (SOW) details the requirements for replacing single-ply roof systems on multiple buildings at FE Warren AFB due to storm damage.

• Demolish existing PVC/BUR roof systems down to the roof deck for Buildings 325, 332, 1164, and 1292.

• Install new, fully adhered PVC roofing systems, including specified layers of insulation, vapor barrier, cover boards, roof drains, and copings.

• Specific requirements for Roof Type 1 (Buildings 325, 332, 1164, 1292) include a 96 mil PVC membrane, high-density gypsum cover board, and 2 layers of mechanically fastened polyiso insulation. The total weight must not exceed 4 psf.

• Specific requirements for Roof Type 2 (Building 34) include an 80 mil PVC membrane, 1/4" thick high-density cover board, and 2 layers of mechanically fastened polyiso insulation. The total weight must not exceed 2.81 psf.

• For Building 1164, a lightning protection engineer must verify and modify the existing system, with the contractor responsible for installation and third-party certification.

• Repair or replace damaged roof deck sections, including patching holes up to 2" and replacing larger sections with appropriate material.

• Ensure roof systems can resist a 120 mph minimum wind speed.

• Coordinate transitions between different roofing systems if applicable.

• Remove all demolished debris from the site.

• "Edge to Edge, no dollar limit" warranty by the primary roof membrane manufacturer for a minimum of 20 years, covering hail up to 3" diameter and winds up to 120 mph.

• Roofing installers must be certified by the primary roofing membrane manufacturer.

• A separate 2-year installation warranty is required from the roofing installer.

• Compliance with manufacturer's printed instructions and details.

• Work must comply with UFC 3-110-03 Roofing and the International Building Code (IBC), with the more stringent requirement governing.

• The performance period is 180 days.

• Buildings will be occupied throughout the project duration.

• Work shall commence within 10 business days of Notice to Proceed (NTP).

• Interim repairs for known leaks are required until replacement work is completed.

• Adherence to Green Procurement mandates (recycled/recovered materials, energy/water saving products).

• Use of Energy Star, FEMP-designated, or EPA Water Sense labeled equipment where applicable.

• Obtain "hot work" permits for any welding, cutting, grinding, etc.

• Obtain a Dig Permit (AF Form 103) for any excavation or ground penetration.

• Submittals are required for all materials, including cut sheets and other specific data.

• Contractor must attend a mandatory pre-bid site walk.

• Environmental considerations include asbestos, lead, and mold remediation.

• Adherence to Operational Security (OPSEC) requirements for Building 1164.

• Adherence to Anti-Terrorism training requirements.

• Safety requirements include following the approved Accident Prevention Plan (APP) and Activity Hazard Analysis (AHA).

• Compliance with all applicable Local, State, and Federal licenses and permits.

• Site work hours are 7:00 AM to 4:30 PM, Monday through Friday, excluding federal holidays.

• Coordination with 90 CES and the Contracting Office is required for various aspects, including access, staging, and work schedules.

• Site maintenance and clean-up are required daily, leaving areas in a clean condition.

Statement of Work (SOW) / Performance Work Statement (PWS)

This SOW details the requirements for replacing the single-ply roof on Building 1284 due to storm damage.

• Demolish and remove the existing single-ply roofing system down to the roof deck.

• Install a new roofing system consisting of a 96 mil reinforced, fully adhered, white PVC membrane.

• The new system includes 5/8" thick high-density, fully adhered cover board over two layers of 2.6" polyisocyanurate rigid insulation.

• All components must be provided by the primary roofing membrane manufacturer to ensure an "edge to edge" warranty.

• Install 24 gauge min. prefinished metal copings, flashings, and single-ply 96 mil PVC membranes.

• Install new roof drains and metal roof drain covers.

• Repair or replace rusted, rotting, or broken roof deck sections. Patch holes up to 2" with metal flashing; larger holes require roof decking material.

• Coordinate transitions for buildings with various roofing materials (e.g., standing seam metal, synthetic slate shingles) and translucent panels.

• The roof system must resist horizontal and vertical pressure from a 120 mph minimum wind speed per the IBC.

• A primary roofing membrane manufacturer's representative will inspect the installation at the beginning, midpoint, and conclusion.

• The contractor must provide a separate 2-year installation warranty.

• The primary roofing membrane manufacturer must provide a minimum 20-year "edge to edge, no dollar limit" warranty covering hail up to 3" diameter and 120 mph winds.

• The building (Building 1284) will be occupied throughout the project.

• Work start date and performance period will be negotiated with the successful bidder.

• Work shall commence within 10 business days of Notice to Proceed (NTP).

• Contractor must comply with FRMACC specifications, SOW, Drawings, Specifications, applicable codes, manufacturer's recommendations, and FE Warren AFB Installation Facilities Standards (IFS).

• Adhere to Green Procurement mandates, using recycled/recovered materials, energy/water saving products, and environmentally preferable products (e.g., Energy Star, FEMP, EPA Water Sense).

• Dispose of all waste according to applicable regulations.

• Obtain "hot work" permits for any welding, cutting, grinding, etc.

• Obtain a Dig Permit (AF Form 103) for any excavation or ground penetration.

• Comply with the International Building Code (IBC).

• Prevent materials from entering and clogging gutters and downspouts; clean internal roof drains and gutters.

• Protect building air intakes from dust and demolition debris; clean HVAC ductwork if affected.

• Ensure roof sheathing is not exposed to inclement weather; do not leave the roof uncovered overnight, over a weekend, or holiday.

• Employ sufficient crews to ensure timely project completion.

• Coordinate with 90 CES construction inspector for material staging areas.

• Repair any damage to facilities, sidewalks, or landscaping caused by the project.

• Attend a mandatory pre-bid site walk.

• Comply with Environmental Specification section 01 57 19.

• Handle potential asbestos, lead, and mold according to regulations and procedures.

• Adhere to Operational Security (OPSEC) requirements, including employee training.

• Comply with safety requirements, including Accident Prevention Plan (APP) and Activity Hazard Analysis (AHA).

• Follow all Local, State, and Federal rules and regulations for licenses and permits.

• Site work hours are 7:00 AM to 4:30 PM, Monday through Friday, excluding federal holidays.

• Site maintenance and clean-up are required daily; work areas must be left clean and free of blemishes.

• Building 1284 has a roof area of 158,541 sq. ft.
