Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commodities prepared in accordance with RFO 12.202(b). The acquisition is for PXIE SUPPORT SERVICE Base + 4, in accordance with the Statement of Work Document dated 03 March 2026. This is a competitive Request for Quote (RFQ) under RFO Part 12, Acquisition of Commercial Products and Commercial Services. The order is NOT set-aside for small business concerns.

• PXIE Support Service (Base Year + 4 Option Years)

• FOB Destination Shipping Required.

• Offerors must provide terms of any expressed warranty and price/discount terms.

• No advanced payments will be made.

• Refurbished/used equipment will not be accepted.

• Partial offers will not be considered for award.

• A firm-fixed priced purchase order will be awarded.

• Offerors agree to hold prices firm for 60 calendar days from the offer receipt date.

• Questions/Requests for Information Deadline: April 01, 2026, 12:00 CST (via email to naomi.letting@us.af.mil). RFIs and responses will be posted to the solicitation.

• Offer Submission Deadline: April 06, 2026, 12:00 CST (via email to naomi.letting@us.af.mil).

• Basis for Award: BEST VALUE. Evaluation factors include: Technical capability, Price, Past Performance, and SPRS IAW 252.204-7024.

• Offers must include solicitation number, CAGE code, Company name, POC, email, and phone number.

• Registration in SAM database is required for award.

• Registration in Wide Area Work Flow (WAWF) is required for payment.

• This order is NOT set-aside for small business concerns.

Statement of Work (SOW)

To provide a comprehensive support and maintenance package for the Keysight PXIe Vector Network Analyzer (VNA) system and its associated components, ensuring the equipment remains fully operational, calibrated, and up to date.

This SOW covers on-going warranty, repair services, calibration, and software maintenance subscriptions for the mission-critical Keysight 32-port PXIe VNA test system located at Eglin AFB.

• Calibration and Operational Verification: Regularly scheduled calibration to manufacturer specifications, including providing calibration certificates and documentation. Services include "Keysight Calibration Agreement" and "Operational Verification Agreement."

• Equipment Repair and Warranty: Extended warranty and repair coverage, including parts, labor, and shipping. Services include "KeysightCare Warranty Plus Renewal," "KeysightCare Assured Renewal," and "KeysightCare Enhanced Renewal."

• Software Support and Updates: Maintain active software support subscriptions for licensed software components, providing access to updates, patches, bug fixes, and technical support. Services include "Node-locked KeysightCare software support subscription."

• Base Year: March 1, 2026 – February 28, 2027

• Option Years 1-4: March 1, 2027 – February 28, 2031 (exercised at Government discretion)
