This document is a Justification for Single Source Award (IAW FAR 13.106-1) for a brand name only acquisition, not exceeding the simplified acquisition threshold. The Department of Veterans Affairs (VA) intends to procure three (3) BD Pyxis Anesthesia ES Systems and three (3) Codonic printers for the Cape Girardeau Health Care Center (HCC).

• Three (3) Codonic printers

• Installation of new equipment

• Removal of existing outdated equipment

• The acquisition is for brand name "BD Pyxis Anesthesia ES System" only.

• The purpose is to replace three (3) existing Pyxis equipment units that are at the end-of-life cycle.

• Not applicable, as this is a justification for a single-source award.

• This is a brand name justification, indicating limited competition.

• The market research determined that limited competition is viable among authorized resellers for the specified brand name. Other brands are incompatible with the currently installed Pyxis medical anesthesia equipment and would void the warranty.

• The Contracting Officer has certified the justification as accurate and complete.

• Revision 02, Effective Date: 12/30/2025.

This solicitation is for the replacement of three (3) existing 3-Integrated Pyxis Main systems with three (3) new Pyxis Anesthesia System ES units and three (3) new Codonics printers at the Cape Girardeau Health Care Center (HCC) Operating Room (OR) suite. The project includes all necessary accessories for seamless integration and operation. This is a brand name only procurement.

• Procurement and installation of three (3) Pyxis Anesthesia System ES units (Part #1A1N0P3M0B).

• Procurement and installation of three (3) Codonics SLS 550i printers (Part #137586-02) compatible with the Pyxis systems.

• Acquisition and installation of all necessary accessories (e.g., barcode scanners, mounting hardware, power supplies, network cables).

• Removal of existing Pyxis Main systems.

• Integration of new systems with hospital network and Electronic Medical Record (EMR) systems.

• Comprehensive training for OR suite staff.

• Provision of user manuals and quick reference guides.

• Initial on-site technical support for two weeks post-installation.

• A minimum 1-year warranty covering parts and labor for the system, accessories, and software, commencing after acceptance.

• Contract Type: Firm Fixed Price, FOB Destination Purchase Order.

• Delivery: Within 90 Days After Receipt of Order (ARO) to Cape Girardeau VA Health Care Center, Cape Girardeau, MO.

• Offer Due Date: March 12, 2026, 11:00 am CDT.

• Submission Method: Electronic via email to veronica.flores@va.gov.

• Offerors must submit a two-part response: a priced response and a non-priced technical response.

• Evaluation Factors: Technical Capability, Past Performance (specifically with Pyxis Anesthesia Equipment within the last 3 years), and Price. Technical and past performance are more important than price.

• Key Deadlines: Questions due by March 10, 2026, 11:00 am CDT.

• This acquisition is a 100% Total Small Business Set-Aside.

• Offerors must be registered in the System for Award Management (SAM).

• Offerors must be verified in SBA Small Business Search if applicable.

• Vendor must be an authorized distributor and submit an Authorized Distributor Letter from the OEM.

• This is a brand name only procurement. Vendor must be an authorized distributor.

• All requirements must be submitted as instructed in "Addendum to 52.212-1 Instructions to Offerors", Section E.2 to be considered responsive.
