Request for Information (RFI)

This RFI seeks industry feedback to improve requirements documents and develop an acquisition strategy for Pharmacy and Related Services at the Armed Forces Retirement Home (AFRH) in Washington, DC. The AFRH is a Continuing Care Retirement Community serving approximately 555 residents.

• Identify vendors capable of providing high-performance outcomes.

• Identify qualified small and large businesses across various categories (small disadvantaged, woman-owned, veteran-owned, HUBZone, 8(a), etc.).

• Gather industry experience, best practices, and lessons learned from single-vendor environments for similar scopes.

• Obtain input for the Government's requirements document.

• Interested vendors should submit a White Paper via email to Cynthia_c_garrison@ibc.doi.gov.

• Deadline: June 10, 2026, 10:00 A.M. Mountain Standard Time.

• White Papers must be in Microsoft Word or PDF format.

• Maximum length: 20 pages (excluding title page and table of contents).

• Formatting: Black 12-point font, single-spaced, double-sided, 1-inch margins.

Performance Work Statement (PWS)

To procure comprehensive pharmacy services and related ancillary services for the residents of the Armed Forces Retirement Home (AFRH) in Washington, DC.

• Provide dispensing of medications to an estimated 555 residents across various living arrangements (Long Term Care, Memory Support, Assisted Living, Independent Living).

• Ensure compliance with all state, federal, and AFRH policies regarding pharmaceuticals.

• Manage resident insurance billing (Tricare, Medicare Part D, Other Health Insurance), with AFRH covering co-payments and services not covered by insurance.

• Provide a local back-up pharmacy, consultant pharmacist on-call, and 24-hour emergency medication delivery.

• Utilize generic medications whenever possible and offer unit-dose packaging.

• Conduct drug regimen reviews, in-service training, and medication pass reviews.

• Supply and maintain necessary pharmacy equipment, including medication carts and software (Point Click Care).

• Complete all pre-authorization forms.

• 99% accuracy in providing pharmacy services, monthly reports, and billing.

• Medications not deliverable within 24 hours must be obtained and delivered within 48 hours (72 hours maximum).

• Regular audits of billings and compliance with state, federal, and AFRH requirements.

• Monthly status reports to the COR.

• Base Period: July 1, 2026, to June 30, 2027.

• Four 12-month option periods (July 1, 2027, to June 30, 2031).

• Location: Armed Forces Retirement Home in Washington, DC.

• Contractor must be an approved provider and have a proven ability to bill Medicare, Tricare, and other supplementary medical insurance.

• Personnel must meet specific professional and technical qualifications, including licensure in Washington, DC.

• Contractor personnel must undergo background checks and meet health requirements (TB testing).

• A designated Project Manager or alternate must be assigned and available at all times.

• Adherence to HIPAA regulations for information sharing.

• Compliance with AFRH rules and regulations regarding site visitation, safety, and security.
