This notice is issued by the U.S. Department of the Interior (DOI), Interior Business Center (IBC), on behalf of the Office of Facilities and Administrative Services (OFAS). The government is seeking information from interested vendors regarding a draft Statement of Work (SOW) for DOI Wellness Center Operations. This is for planning purposes only and does not constitute a solicitation.

Vendors are asked to confirm their capability to perform the work outlined in the attached draft SOW (Attachment A) and to confirm they hold the necessary certifications.

• Response Due Date: Monday, March 30, 2026, at 11:00 AM ET.

• Submission Contents: Cover Sheet, General Response to Government Requirement (including questions), Feedback on SOW, Vendor Response to Questions, and Capabilities Statement.

• The NAICS Code is 621999 for All Other Miscellaneous Ambulatory Health Care Services.

• Respondents are asked to identify their socioeconomic category (Small Business, SDVOSB, HUBZone, WOSB, EDWOSB, VOSB, Other than Small Business).

• Responses are voluntary and will not affect a vendor's ability to submit a quote for a future solicitation.

• No payment will be made for submitted information.

• Proprietary information must be clearly marked.

• The government is seeking feedback on the draft SOW and vendor capabilities to help shape the acquisition strategy.

Statement of Work (SOW)

To provide a full-time Nurse Manager and supplemental Registered Nurse (RN) and/or Licensed Practical Nurse (LPN) to oversee administrative, compliance, and overhead requirements for the Department of the Interior's (DOI) Wellness Center at the Stuart Lee Udall Building. The goal is to augment coverage during scheduled leave and for special DOI events, ensuring comprehensive ambulatory nursing services and employee wellness programs.

• Clinical Care Delivery: Provide comprehensive ambulatory nursing services for overall wellness and workplace health needs, including acute and chronic conditions.

• Technical Expertise: Offer expert health care services with proficiency in occupational health, working with CORs and contracts within a wellness center environment.

• Collaborative Health Program Development: Initiate and sustain employee health programs, including webinars, health screenings, blood drives, health fairs, and First Aid/CPR classes.

• Day-to-Day Operations Management: Oversee clinic operations, patient care, scheduling, medication dispensing, referrals, health records, equipment, and compliance with regulations. This includes managing the AED program and providing support for special events.

• Wellness and Health Promotion: Educate employees on health topics, promote wellness through various initiatives, and offer counseling for health prevention, maintenance, and recovery.

• Services must comply with professional nursing standards, federal regulations, and DOI policies.

• Safeguard Personally Identifiable Information (PII) and Protected Health Information (PHI) per HIPAA and DOI requirements.

• Failure to meet standards may result in corrective action.

• Place of Performance: Udall Building Wellness Center, 1849 C Street NW, Washington, DC.

• Hours of Operation: Monday-Friday, 0800-1200 and 1300-1630, excluding federal holidays, with exceptions for designated special events.

• Period of Performance: One (1) base year (June 3, 2026 - June 2, 2027) with four (4) option years (through June 2, 2031).

• Staffing: Requires a Nurse Manager and supplemental RN/LPN.

• Qualifications: Specific minimum qualifications are outlined for the Nursing Manager (BSN, RN license, 4 years clinical experience, 2 years supervisory, clinic management experience, BLS, federal suitability) and Supplemental RN/LPN (BSN/LPN program completion, RN/LPN license, clinical experience, BLS, federal suitability).

• Government-Furnished: The Government will provide clinical space, medical equipment, and supplies. Contractor personnel must complete required federal information security and facility access training.
