This solicitation is for Behavioral Health Services for Healthcare Personnel within the VA Great Lakes Health Care System, VISN 12. The program aims to provide a comprehensive, confidential teletherapy program designed by clinicians, for clinicians, to support the well-being of approximately 20,415 VISN 12 employees.

• Confidential and HIPAA-compliant video conference platform for therapy sessions.

• Evaluation and assessment of employee needs.

• Up to three (3) short-term counseling sessions (approx. 60 minutes each) per employee per contract year.

• 24/7/365 direct access to licensed therapists for counseling and crisis support.

• Therapist matching within 48 hours based on clinical specialty, language, and demographic preferences.

• Use of licensed clinicians only (LCSW, PhD/PsyD, LPC, LMFT); unlicensed clinicians, trainees, or subcontracted agency providers are prohibited.

• Referrals to community-based resources when needed.

• Delivery of measurement-based care plans using standardized clinical assessments (e.g., PHQ-9, GAD-7, Maslach Burnout Index).

• Anonymized outcome reporting quarterly and annually.

• Behavioral health workshops (minimum 4 quarterly sessions).

• Employee marketing and promotional materials, including a documented registration process.

• Compliance with VHA Directive 1192 (influenza vaccination/masking for healthcare personnel).

• Adherence to all on-site VA facility policies, including drug-free and weapon-free environment.

• Type: Firm Fixed Price, single award.

• Period of Performance: One (1) base year (01-01-2026 to 12-31-2026) with up to four (4) option years.

• Estimated Value: $9 Million (as indicated in SF 1449 Block 10).

• Evaluation Factors: Technical Capability, Experience, Price, and Veterans Involvement.

• Technical Capability includes Staff Qualifications, Scope of Service Delivery, Operational Needs, Management and Quality Control.

• Experience requires a 3-year track record in healthcare behavioral health services.

• Veteran-Owned Small Business (VOSB) and Service-Disabled Veteran-Owned Small Business (SDVOSB) status will be considered, with preference applied when other factors are equal.

• Acquisition is Unrestricted (as per SF 1449 Block 10).

• Limitations on Subcontracting: Contractor shall not pay more than 50% of the contract amount to firms that are not certified SDVOSBs or VOSBs.

• No use of trainees or subcontracted staffing agencies is permitted for direct service delivery.

• FAR clauses 52.212-1, 52.212-4, 52.212-3, and 52.212-5 are attached or incorporated by reference.
