This RFI is to identify qualified contractors for a potential 1-year base period with four 1-year options. Responses are due by June 25th, 2026, 12:00 PM ET.

Purpose of RFI

This is not a solicitation but a market research effort in accordance with FAR Part 10 to assess market capabilities for NAICS Code 541990 ($19.5 Million size standard) and PSC Q201 (Medical- Managed Healthcare). The Government will not pay for information submitted, and not responding does not preclude future participation in any potential solicitation.

Scope of Services

The contractor will provide all labor, material, supplies, equipment, transportation, software, and qualified personnel to support the Radiation Safety Program at Finger Lakes & Albany Health VA. Services are performed on-site at facilities in Rochester, Canandaigua, Bath, and Albany. Key responsibilities include:

  • Annual QC Testing on diagnostic x-ray equipment (Radiographic, Fluoroscopic, CT, DR, MRI safety checks).
  • Acceptance testing of new devices (approx. 1 per year).
  • Inspection of repaired or adjusted equipment.
  • Testing of replacement X-ray tubes and diagnostic monitors.
  • Providing written reports of surveys and test results within 30 working days.
  • Consultation for safety training and medical events involving radiation exposure.
  • Reviewing Radiation Safety Policies and Procedures for compliance (NHPP, JCAHO).
  • Performing shielding design calculations and surveys for new/relocated x-ray systems (NCRP Report No 147, 145 for dental).
  • Assisting in the development of a comprehensive technical quality assurance program.

Personnel Qualifications

Medical Physicists must possess:

  • A Master's Degree in Medical Physics, Health Physics, or a related field.
  • Current Board Certification in Diagnostic Radiological Physics by the American Board of Radiology and/or American Board of Medical Physics.
  • Experience in CT Optimization and calibration/testing of diagnostic x-ray equipment.
  • Adherence to VHA Handbook 1105.04 and 29 CFR 1910.1096.
