This solicitation is a Request for Quote (RFQ) for Esoteric Reference Laboratory Testing Services for the Department of Veterans Affairs, Louis Stokes Cleveland VA Medical Center (VAMC), Pathology & Laboratory Medicine Service (PALMS). The services are intended to support disease diagnosis, treatment monitoring, and general patient care by providing a broad range of esoteric tests not performed in-house due to low volume or specialized equipment requirements.

• Provide reference laboratory testing for a wide variety of clinical and anatomical pathology specimens.

• Perform tests in compliance with CLIA, CLSI, VHA, and CAP standards.

• Provide all necessary supplies for specimen collection and transport.

• Offer customer support 24/7, including physician consultation.

• Provide results reporting via a secure portal and/or secure fax, with critical values reported within two hours.

• Maintain a user-friendly public website for test information.

• Provide statistical analysis of VAMC laboratory testing volumes and recommendations for cost reduction.

• Ensure all personnel have appropriate licenses, certifications, and experience.

• Comply with all applicable OSHA, Federal, State, and local laws, and accreditation standards (e.g., CAP, CLIA, ISO 15189).

• Contract Type: Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price (FFP).
