NOTICE OF INTENT TO SOLICIT SOLE SOURCE STAT, Specialized and Routine Laboratory Testing and Blood Irradiation Services Elliot Hospital
Response Due Date: December 12th, by 3:00PM (EST)
Requirement:
The Department of Veterans Affairs, VISN 1, Pathology and Laboratory Medicine Service (P&LMS) requires a five-year-BPA for STAT specialized and routine laboratory testing and blood irradiation services with affiliate institution Elliot Hospital. All testing and irradiation services are on an as-needed basis and a STAT testing requires a turnaround time of 1 hour. Testing services include Cost Per Test (CPT) codes between 80000 and 90000 as well as new or generic codes.

Year 1: 01/01/2026 12/31/2026
Year 2: 01/01/2027 12/31/2027
Year 3: 01/01/2028 12/31/2028
Year 4: 01/01/2029 12/31/2029
Year 5: 01/01/2030 12/31/2030
The authority for applying Simplified Procedures for Certain Commercial Products and Commercial Services under FAR 13.5 is  10 U.S.C. 3205-3208 and 41 U.S.C.3305.
The intent is to procure the referenced services on a sole source basis. No solicitation will be posted to Contract Opportunities.
The North American Industry Classification System code (NAICS) for this requirement is
621511. All responsible sources that feel they should be considered qualified to provide the
above-mentioned products may submit a response to this notice (by the response due date
shown above) to Sarah.Otis@va.gov.
The information provided shall include detailed (and relevant) documentation to allow the government to perform adequate market research and make a proper determination. A determination by the government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
