This is a combined synopsis/solicitation (RFQ) for reference laboratory testing services for the Battle Creek VA Medical Center and Wyoming Community Based Outpatient Center (CBOC) in Michigan. The contract will be an Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price (FFP) type.

• Provision of all necessary labor, management, equipment, deliverables, and support for reference laboratory testing services.

• Transportation of clinical laboratory specimens, including courier and flight services.

• Performance of analytical testing and reporting of results.

• Provision of consultative services.

• Maintenance of a secured web-based portal (LEDI system) with interchange capabilities with the VA EHR (Oracle/Cerner) system.

• 24/7 customer telephone service.

• Compliance with HIPAA, CLIA, CAP, or TJC accreditation standards.

• Personnel must meet licensing and certification requirements.

• Contract Type: Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price (FFP).

• Period of Performance: Five-year contract.

• Minimum Guarantee: $2,000.00 for the first Federal Government Fiscal Year of award.

Wage Determination
