Performance Work Statement (PWS)

This PWS outlines the requirements for laboratory testing services for VISN 15 Department of Veterans Affairs (VA) Medical Centers (VAMCs) and Health Care Centers. The contractor will be responsible for pre-analytic processing, analysis, and result interpretation for clinical and anatomical pathology specimens.

• Provide personnel, transportation, equipment, supplies, and facilities for laboratory testing.

• Transport clinical laboratory specimens to the contractor's laboratory.

• Perform pre-analytical processing, analytical testing, and reporting of results.

• Provide consultative services as required.

• Offer varying levels of support based on the needs of each VAMC or clinic.

• Provide electronic access to data elements for the VA's Laboratory Information System (LIS).

• On-site processors are required at St. Louis (John Cochran Division), Columbia, and Marion VAMCs for specimen collection, preparation for shipment, and data entry.

• Lost specimens: < 3 per quarter

• Missed courier pickups: < 3 per quarter

• Modified test results (not due to requisition errors): < 0.02% per quarter

• Delays from published Turnaround Times (TAT): Less than 6 per month

• Specimen transport must comply with 49 CFR, DOT, and IATA regulations.

• TAT for STAT/Emergency results: Within commercially published emergency TAT.

• Routine results: Within TATs defined in the PWS and Test Schedule.

• Services are required for VAMCs within VISN 15 geographic areas.

• Participating VAMCs include locations in Columbia (MO), Kansas City (MO), Leavenworth (KS), Marion (IL), Poplar Bluff (MO), St. Louis (MO - John Cochran & 1 Jefferson Barracks), Topeka (KS), Wichita (KS), Evansville (IN), and Cape Girardeau (MO).

• Contractor must maintain all required licenses and accreditations (e.g., CAP, CLIA).

• Personnel must be licensed in a U.S. State, Territory, or Commonwealth.

• Compliance with HIPAA is mandatory.

• Contractor must provide electronic data transmission compatible with VA's VistA/Oracle Health systems.

• Strict adherence to data security, privacy, and information system security protocols is required.

• On-site processors must undergo background checks and meet health requirements (TB testing, immunizations).

• Contractor is liable for all work performed and assumes all liability risks for contractor employees.

• No patient information or lab testing samples shall be sent outside the United States.

• Contractor must not employ illegal aliens or non-immigrant foreign nationals in violation of their status.

Sources Sought Notice

This notice is for market research purposes only, to identify potential sources for reference laboratory testing services for Veterans Integrated Service Network (VISN) 15. It is not a solicitation, and responses do not constitute an offer. The government intends to award a contract with a base year and four option years.

• Provide reference laboratory testing services in accordance with the attached DRAFT Performance Work Statement (PWS) and test list.

• Services will be required at multiple VA facilities across VISN 15, including locations in Missouri, Kansas, and Illinois.

• Potential contract type: Base year with four one-year option periods.

• NAICS Code: 621511 (Medical Laboratories), Size Standard: $41.5 Million.

• Product Service Code: Q301 (Medical – Reference Laboratory Testing).

• Responses are due by February 6, 2026, at 15:00 CST.

• Submit responses via email to michael.carson1@va.gov with a specific subject line.

• Interested parties must complete specified sections (C-K) of the notice, sign an acknowledgement statement, and submit the document with relevant attachments.

• Required information includes contractor POC, company information (including SAM UEI and Tax ID), business size/type, and details on Federal Supply Schedule contracts if applicable.

• Contractors must provide 3 past contracts for similar services.

• Specific questions regarding PWS compliance, laboratory licensing, accreditation (CAP, JTC), CLIA certification, personnel qualifications, and experience must be answered.

• Information regarding potential subcontractors is also required.

• This notice does not specify a set-aside. Bidders should indicate their business size and type (SDVOSB, VOSB, 8(a), Hub Zone, WOSB, SDB, Small Business, or Large Business).

• SDVOSB/VOSB respondents must be registered and certified in the VetCert database and provide a copy of their certification.

• All prospective contractors must be registered in the System for Award Management (SAM).

• A DRAFT PWS and DRAFT Test Schedule are attached and are the only information available at this time.
