• Specimen Testing: Performing requested laboratory tests, with requirements for minimum/maximum turnaround times (TAT) and event reports for delays.
• Courier Services: Establishing and maintaining transportation for clinical laboratory specimens with scheduled pick-up times for all VISN 22 facilities.
• Interface: Establishing and maintaining an interconnection/interface with VA Enterprise Cyber Security Infrastructure Project (ECSIP) requirements.
• Reporting: Providing monthly reports (test utilization, test code changes, non-fee schedule tests, new tests) and biannual business reviews.
• Compliance: Adherence to VA cybersecurity and privacy directives. The contractor must be CLIA certified and confirmed as a covered entity; no Business Associate Agreement (BAA) is required.

The Place of Performance includes VISN 22 facilities such as VA Loma Linda, VA Long Beach, VA Greater Los Angeles, VA San Diego, VA New Mexico, VA Tucson, VA Phoenix, and VA Northern AZ.

Submission & Evaluation

• Evaluation: Proposals will undergo a two-step evaluation:
  1. Special Factors of Responsibility: Assessment of CAP/Joint Commission accreditation, CLIA certification, and subcontractor commitments.
  2. Trade-off Analysis: Evaluation of Experience and Price, with Experience being more important than Price.
• Eligibility: Offerors must provide evidence of CAP or Joint Commission accreditation and valid CLIA certificates for all performing laboratories. A "Reference Laboratory Testing Experience Worksheet" must be completed for evaluation.
