Quick Summary
The Department of Veterans Affairs (VA), through its Veterans Benefits Administration (VBA), is soliciting proposals for the Medical Disability Examinations (MDE) 2025 Regions 1-4 Recompete. This is a multiple award Indefinite Delivery, Indefinite Quantity (IDIQ) contract to provide high-quality disability examination services. The solicitation is UNRESTRICTED, and Phase 2 proposals are due September 23, 2024, at 09:00 AM ET.
Scope of Work
Contractors will be responsible for establishing and managing a network of licensed medical professionals to perform Medical Disability Examinations (MDEs) for Veterans, Service Members, their dependents, and survivors across four geographic regions: Northeast, Southeast, Midwest, and Pacific. This includes locating, subcontracting, and training examiners, documenting findings using VA-prescribed Disability Benefits Questionnaires (DBQs), and developing/maintaining an IT network capable of interfacing with VA systems for scheduling and data transmission. The scope covers in-person, telehealth (Tele-C&P), and Acceptable Clinical Evidence (ACE) examinations.
Contract Details & Period of Performance
This is a Firm Fixed-Price, IDIQ contract, with multiple awards anticipated per region. The period of performance includes a 12-month base period (November 1, 2024 – October 31, 2025) and one 12-month option period (November 1, 2025 – October 31, 2026), with an option to extend services for up to an additional 6 months. Each contract has a guaranteed minimum of $3,500,000 for the initial period, with an anticipated maximum of 9 million examination scheduling requests over the contract life. The NAICS code is 621111 (Medical Evaluation And Screening Services).
Key Requirements & Performance Standards
Contractors must submit a detailed ramp-up plan within five days of award, aiming for full workload acceptance within 180 days. Essential requirements include developing IT systems that interface with VA systems (VBMS, DAS), providing Contractor and Veteran Portals, and obtaining an Authority to Operate (ATO). Strict adherence to VA security and privacy laws (HIPAA, Privacy Act) is mandatory. Performance will be measured quarterly against metrics for Production (Completions), Average Days to Complete (ADC), Average Days Pending (ADP), Quality, and Customer Satisfaction, with potential for monetary incentives or negative incentives. Compliance with Service Contract Act (SCA) wage determinations is required.
Submission & Evaluation
Proposals will undergo a two-phase evaluation. Phase 1 focuses on Medical Disability Examination Experience. Phase 2 evaluates Full Mission Capability, Technical Approach, Past Performance, Socioeconomic Considerations, and Price, with non-price factors being significantly more important than price. The Past Performance volume is limited to 4 pages, including a maximum of 3 Past Performance Questionnaires (PPQs). Offerors must submit a revised Solicitation Attachment F (Professional Compensation Plans) for each proposed region, including locality information, and a professional compensation plan within the price volume. The requirement to submit Solicitation Attachment H has been removed. Pricing for ramp-up activities will be negotiated at the Task Order level post-award, not as part of the initial proposal.
