Statement of Work (SOW)

To define the requirements for providing locum tenens anesthesiology services at the James H. Quillen VA Medical Center (JHQVAMC) in Mountain Home, Tennessee. The contractor will supply board-certified anesthesiologists to support surgical and procedural operations, including on-call coverage.

Services include pre-operative evaluations, anesthesia administration, post-anesthesia care, emergency services, and participation in care planning. All personnel must complete mandatory VA training (HIPAA, infection control, patient safety, cybersecurity).

Services must meet or exceed current recognized national standards established by The Joint Commission (TJC). Performance is subject to quality assurance standards and VA/VHA regulations. Proficiency in English (written and spoken) is required.

• Place of Performance: James H. Quillen VA Medical Center, Mountain Home, TN 37684.

• Hours of Performance: Routine coverage Monday-Friday, 7:00 AM – 4:30 PM. On-call coverage includes evenings (14 hours), weekends (24 hours), and federal holidays.

• Period of Performance: Base Year (May 2026 – April 2027) plus four (4) one-year option periods.

• Personnel Qualifications: Board-certified by ABA or AOBA, active unrestricted U.S. state/territory medical license, fully credentialed via VA VetPro, possess a valid PIV card, and maintain CME/TMS requirements. Personnel must be U.S. Citizens.

• Submittals: Contractor must submit proposed personnel qualifications, including CV, education, licenses, certifications, and infection control test results.

• Contractor Responsibilities: Ensure continuous coverage, provide capable personnel, comply with VA policies, and maintain documentation of qualifications.

• Government Furnished Property: VA will provide access to clinical/administrative space, EMR systems, and orientation.

• Infection Control: Personnel require current TB testing, immunizations (varicella, measles, mumps, rubella) or titers, and compliance with OSHA regulations for bloodborne pathogens. Hepatitis B vaccination is required.

• Security & Privacy: Strict adherence to VA information and information system security/privacy regulations, including background investigations, data protection, and mandatory cybersecurity/privacy training.

• Badges: Required to wear JHQVAMC-issued I.D. badges with pictures at all times on grounds.

• No Smoking Policy: No smoking on campus.

• Payment: Invoices must be itemized and submitted electronically via VA’s Electronic Invoice Presentment and Payment System (OB10) or X12 EDI format. Payment is for services rendered; contractor covers employee leave.

• Costs: Contract rate is all-inclusive of incidental costs like housing, transportation, and malpractice insurance.

This is a Sources Sought Notice for market research purposes, not a solicitation for proposals. The Department of Veterans Affairs (VA) is seeking information on the availability and capability of qualified sources to provide Anesthesiology Locum Services for the James H. Quillen VA Medical Center (JHQ VAMC) in Mountain Home, Tennessee. The VA is looking to potentially award a contract for these services, with an anticipated award timeline of 6-12 months.

The contractor will provide a full range of Anesthesiology Services, including:
